Emergency Services is currently waiting until at least some of its paramedics have completed the federal aviation certification program for drone operators before putting the devices out into the field.The certification is neces- sary to meet legal liability conditions for low-level flights for the drones over buildings and populated areas.

POSITION OVERVIEW

La municipalité de Russell est à la recherche d’une personne mature, motivée et bilingue pour le post ci-haut mentionné. Sous la direction du Directeur de l’aménagement du territoire, du bâtiment et du développement économique et du Directeur exécutif des services des infrastructures, le titulaire sera responsable de la révision des plans, des inspections, de la coordination et le suivi des plans d'implantation et des subdivisions ainsi que la révision de nivellement et de drainage liés à la remise de permis de construction. Le titulaire sera aussi responsable de la coordination, la supervision et de l’entretien et des opérations quotidiennes de l’infrastructure des eaux pluviales. CONNAISSANCES, COMPÉTENCES ET HABILETÉS PARTICULIÈRES x Études postsecondaires en génie civil et/ou domaine connexe et/ou une combinaison équivalente de formation et d’expérience; x Un minimum de 5+ années d'expérience en conception d’ingénierie municipale, construction et inspection y compris la gestion de collecte des eaux pluviales et égouts, la conception et l'entretien des routes; x Accréditation en génie civil CET) serait un atout; x Connaissance des politiques municipales serait un atout; x Connaissance des procédures et opérations municipales seraient un atout; x Connaissance des infrastructures municipales, des lignes directrices de la conception du MOE et des normes provinciales seraient un atout; x Habilités à identifier et analyser les problèmes et appliquer des solutions; x Capacité d’utiliser les niveaux de terrain et la station GPS; x Capacité de communiquer efficacement avec tact et discrétion avec le public; x Connaissance de Microsoft Office (Word, Excel, PowerPoint and Outlook) et Auto CAD; x Bonne connaissance de la loi sur la santé et la sécurité au travail. EXIGENCES LINGUISTIQUES RÉMUNÉRATION

The Townships of Russell is looking for a mature, motivated and bilingual individual for the above-mentioned position. Under the direction of the Director of Planning, Building and Economic development and Executive Director of Infrastructure, the incumbent will be responsible for the review of plans, inspection, and coordination and follow up of subdivisions and site plans as well as review of plans and inspection of grading and drainage related to building permit issuance. The incumbent will further be responsible for the coordination, supervision and control of the regular maintenance and operations of the storm water infrastructure. x A minimum of 5+ years of civil/ municipal engineering design, construction and inspection experience including storm and sanitary sewage collection, storm water management, road design and maintenance; x Certified Engineering Technologist (CET) is an asset; x Knowledgeable in municipal government policies would be an asset; x Knowledgeable in municipal procedures and operations would be an asset; x Knowledge of municipal infrastructure , MOE design guidelines and OPSS would be an asset; x Ability to identify and analyze problems, find and implement solutions; x Ability to operate field levels and GPS station; x Able to effectively communicate with the public using discretion and tact; x Knowledge of Microsoft Office (Word, Excel, PowerPoint and Outlook) and Auto CAD; x Good Knowledge of the Occupational Health and Safety Act. SKILLS, COMPETENCIES AND KNOWLEDGE x Post-secondary education in civil engineering or other related field and/or a combination of experience that meets the requirements; Excellent proficiency in understanding, speaking, reading and writing of both French and English. The salary is fixed between $ 32.38 and $ 40.47 per hour and includes an excellent benefit package. Chrétien explained that these drones are not the type available from any store that sells radio-control model plans, cars, or boats.These two drones cost $2000 together. Also, they are not the same kind of drones in use now by the Renfrew County Ambulance Service (RAS). RenfrewCounty received Transport Canada approval for a pilot project, there, using four drones from InDRORobotics Inc., which have a lift-and- carry capacity up to 2.5 kilograms. The RAS pilot project is testing these drones’ ability to transport a portable defibrillator or other life-saving equipment or materials, during an emergency situation when immediate access for paramedics is difficult or impos- sible.

Chrétien noted that the terrain in Renfrew County differs fromPrescott-Russell.There are more remote areas, hard to get to for the ambulance service. The PRAS drones, smaller in size, have more limited carrying capacity.They could take lighter items like an epipen to a site like an island in the middle of a river. «There are all kinds of uses we could get out of them,» Chrétien said. «This is all fairly new for us.» For now the main uses for the PRAS drones when they go into operation will be monitoring of an incident site to help emer- gency responders evaluate a situation, or to assist with a search-and-rescue operation through aerial scouting.
