OPPORTUNITIES AND RECOMMENDATIONS RECOMMENDATION 4: Establish an internal Prevention Steering Committee and overall prevention governance structure to integrate and align work within DCYF. Even as collaboration has been at the heart of founding DCYF, departmental “silos” were named frequently in our interviews as an impediment to successful prevention efforts. Our stakeholder map illustrates both instances of stronger team collaborations and places where enhancing connections could improve results. We recommend DCYF establish and maintain a new governance structure. We propose a Prevention Steering Committee, with monthly virtual meetings and quarterly in-person workshops. The Prevention Steering Committee would serve as the lead to guide and support this work through the co-design and identification of specific goals and strategies aimed at improving prevention service provision throughout the child welfare continuum. Chartered with the mandate to share information, address DCYF silos, and improve coordination among DCYF teams, activities of the Prevention Steering Committee would include reviewing prevention data, pursuing federal prevention funding opportunities, prioritizing which service access gaps to address, strengthening internal referral structures, and interfacing with the Prevention Advisory Committee (see Recommendation 1). We suggest the membership of this committee include: • DCYF leaders involved in prevention efforts, including programmatic, data, and fiscal contributors. • Representatives from other public agencies, including housing, health, social and health services, and the judiciary. • Behavioral health professionals. • Tribal representatives. • Culturally responsive service providers and organizational leaders. • One or more members of the Community Prevention Advisory Council

who have lived child welfare experience. • Family Resource Center representatives. • Home-visiting program representatives. • Workforce members knowledgeable of child abuse hotline and investigatory response. • Early Learning and Child Welfare navigators.
