As we complete this Discovery Process, the Foster America team is inspired by the shared vision in Washington — in communities and inside DCYF — for a racially equitable future with vastly more voluntary support for families and far less family separation. The work of transforming systems is never easy, yet DCYF has steadfastly pursued innovations that actualize its racial equity commitments, increase family resilience, and minimize formal child welfare interventions. In uncovering substantive opportunities ahead, our team feels both capable of and honored by the possibility of contributing to Washington’s bold and historic transformation. In this final section, we propose a three-year scope of work, contributing our capacity for co-design, collaboration, finance, and learning to amplify the work of the DCYF team while continuing to build these capacities in the Washington ecosystem. During the three-year future engagement, we propose to embed a full-time Senior Advisor in Washington to lead our shared work. Further, we will dedicate another full-time equivalent — spread across three of our team members with specialized fiscal, data, and co-design expertise. When we launched this partnership with DCYF in July 2024, leaders at the Ballmer Group made a preliminary commitment to support the first 18 months of this engagement, should all parties agree on the value of a next phase of work together. The theory of change presented on the following pages describes the proposed next stages of work.
THE PROPOSED FOSTER AMERICA ENGAGEMENT TEAM
• Jurisdiction Senior Advisor (1 full-time employee): The Jurisdiction Senior Advisor will develop and spread a shared vision while creating opportunities for meaningful and measurable progress. These efforts will focus on building capacity for authentic co-design of innovation and communicating these innovations to inform state policy. They will set incremental goals and keep stakeholders focused on desired outcomes while maintaining the highest expectations for what individuals and teams can accomplish. Additionally, they will identify potential funding sources to support the Washington Engagement’s goals and priorities.
