DBF has a specialized department dedicated to municipal planning and engineering services. Our department provides services crucial to the success of cities, towns, and municipalities. We recognize the growing importance of proper planning, designing, maintaining, and improving complex infrastructure throughout our communities. Public works projects have been a primary focus of our efforts at DBF. Our entire team is well-versed in providing the necessary services for public works projects. Our municipal engineers have dedicated their careers to developing better functioning municipalities. As leaders in the municipal field, our engineers oversee the execution of infrastructure-related projects, adhering to project schedules, remaining within allotted budgets, and abiding by environmental requirements. Municipal engineers wear many hats. The team is responsible for the operation and supervision of a variety of municipal services critical to the successful running of a community, most importantly, residents’ overall health, safety, and well-being.

Many of our projects are presented in public forums for discussion, education, and approval. Our staff is experienced in presenting at planning and zoning committee meetings, city and county council meetings, and a variety of other public meetings. We have a reputation for articulate professional presentations, even when discussing potentially controversial or contested projects. We thoroughly prepare for such meetings directly with our clients, ensuring that issues are presented clearly and effectively, and that eye-catching visual aids are developed for our presentations as needed. For these visual aids, we often use three-dimensional renderings of the project sites.

Over the course of our company’s history, we have provided professional engineering services to numerous municipal and governmental clients, and to federal facilities such as Air Force bases and NASA. With municipal-related work being one of Davis, Bowen & Friedel’s areas of expertise, we are highly familiar with associated requirements, including funding from sources such as the United States Department of Agriculture-Rural Development (USDA-RD), Community Development Block Grants Program (CDBG), Environmental Protection Agency (EPA), Delaware Department of Natural Resources and Environmental Control (DNREC), Maryland Department of the Environment (MDE), and various other legislative funds. DBF has extensive experience in financial administration services. These services include management of funding sources and assisting municipalities in finding those funding sources. DBF assists our clients in obtaining funding sources that would best benefit a community and its residents with the objective of determining the best way to fund any given project with as little financial impact on its residents as possible.

Davis, Bowen & Friedel, Inc., is familiar with the typical challenges impacting project implementation. Such issues often involve expediting agency reviews. Our firm is familiar with state and federal agencies and permitting requirements, including long-standing and well-respected relationships with reviewers themselves. We have worked closely in the past with the various regulatory agencies, which oversee the permitting and approval process. During permitting, we can assist our clients with obtaining permits for construction by submitting applications on a timely basis and following through with supplementary data and documentation as necessary.

Of all municipal demands, the need for reliable and safe drinking water, as well as the need for cost-effective treatment and distribution technologies are the most critical throughout our communities. Water supply system infrastructure includes source identification, collection, transmission, treatment, storage, and distribution. Our engineers have extensive training and experience in water system design and are well equipped to provide these services to your municipality.

Oftentimes, water systems can be faced with deterioration as a result of corrosion, materials, and/or equipment failure along with external factors which damage water mains, valves, fire hydrants, and/or other equipment and infrastructure. With our expertise, DBF can successfully assist our clients in proactively managing aging water systems. Our team reviews and compares well production, water treatment volumes, equipment/chemical usage, and billing records to assist clients with determination of water loss volumes, as well as identifying areas of concern, and assisting with optimization treatment and related items to reduce expenses.

Designing and constructing new tanks, as well as maintaining existing ones, is vital in protecting public health and safety. DBF engineers are highly skilled in providing water infrastructure design and operation services. DBF is equipped with seasoned municipal engineers who can ensure standard operational requirements and see that health and safety regulations are met or exceeded. Our team is knowledgeable of water treatment and storage requirements of NSF/ANSI Standard 61 (NSF-61), and is capable of designing, planning for, and rehabilitating new and existing storage tanks.

DBF offers complete engineering from planning through construction for wastewater projects. We also provide inspections and hands-on assistance during operations. Our firm is unique in that we not only provide civil/sanitary engineering for utility projects, but we also provide full-service, in-house technical assistance on interrelated services. As communities flourish and populations grow, so does the amount of impervious surface area and, in turn, the increased need for stormwater management. Municipalities bear the responsibility of managing stormwater runoff. DBF is here to provide solutions for effectively protecting local bodies of water, eliminating soil erosion, and implementing green infrastructure and natural processes to treat stormwater. Our team can also ensure new and existing systems operate at peak efficiency. CONSTRUCT ION ADMINI STRAT ION In addition to being a full-service architecture, engineering, and surveying firm, DBF also has a contract administration and construction inspection group within the municipal department that specializes in project construction phase services. We currently employ multiple contract administrators and field inspectors. This team guides projects from the construction contract award to construction closeout to ensure proper construction. Our construction administration and inspection groups thoroughly track all aspects of the project, including costs and scheduling. Contract administration services typically include answering contractor questions, conducting pre-construction meetings, periodic site visits, shop drawing reviews, conducting monthly progress meetings, preparing minutes, tracking schedules, reviewing contractor progress payments, and tracking project costs. Additionally, DBF can provide reviews & recommendations for merit change order requests, punch list inspection walk-throughs & follow-up inspections, record drawing preparations, warranty inspections, and operations assistance once the project is complete. Resident inspection services can be performed on a part-time or full-time basis depending on project needs and the type of construction activity. Our inspections contain a project record which includes inspector daily field reports, meeting minutes, and all construction correspondence.

DBF’s engineers are highly skilled in assisting municipalities with mitigating potential impacts on proposed land development. Our team guides our clients through the review and approval process seamlessly. DBF’s detailed reviews serve to evaluate proposed subdivision and land development projects concerning zoning ordinances, subdivision ordinances, survey assessments, environmental impact assessments, and water/sewer/stormwater impacts. Additionally, we review construction standards to assess how they align with the municipality’s overarching goals and objectives. Recommendations may include improvements or expansions to existing infrastructure. Each municipality or regulatory agency involved in the review process may have its own standards, reviews, and approval requirements. DBF can deliver a thorough review of the proposed project based on each agency’s standard codes and requirements.

Skillfully designed public roadways and downtown streetscapes provide for economic, environmental, and social benefits, and contribute to the overall success of municipalities. Curb appeal can be achieved by applying unique and aesthetically appealing design techniques. While visual appeal is crucial, functionality, accessibility, and sustainability are equally as important. Obvious infrastructure issues a municipality may encounter include deteriorating sidewalks, lack of crosswalks, poor street lighting, potholes, and damaged curbing. Other areas of concern can lie beneath the surface, including underground utilities and stormwater collection & retention.

In advocating for livable, ecologically sustainable, and economically healthy communities, our team works with municipalities in anticipating and planning for cost- effective maintenance, repairs, new and additional infrastructure.
