The University of Roehampton is unique among London University’s in that it is a 64 acre parkland campus, situated in the heart of south west London right next to the beautiful Richmond park. In addition to this we have two local satellite sites a 10minute walk away. The university has a rich and diverse history, centered around its four colleges, Digby Stuart, Froebel, Whitelands and Southlands. This has helped shape out strong values and we have a proud heritage of providing educational opportunities for people from all walks of life. We are ranked as one of the leading research-intensive post 92 University’s and are ranked fourth in London for Student satisfaction. As our suite of programmes and teaching demands change, we continue to evolve our estate to match these needs. In 2017 we opened a brand new award winning library, and have gone onto create new spaces to support the University’s expansion into allied health provisions of nursing and physiotherapy. We are currently in the middle of a £3m refurbishment to create a brand new healthcare hub to support this vision. As we have adapted and grown, so have the needs of the estates team. The role of deputy director of estates will collaborate with our accommodation, conferencing and project teams and work closely with myself to execute our interim estates plan and help input into the longer term estates strategy to help the University achieve the targets set in its overarching enabling strategies. The Campus

The University campus is located 20 minutes from Waterloo and while part of London, behind its walls is leafy and green giving a relaxing park environment. Across the 64 acre main campus, the infrastructure varies from a grade 2 listed building and the challenges that brings, to state of the art nursing and eSports facilities. As the University continues to evolve, the ongoing challenge is to ensure the space is fit for purpose. In addition to this, our space allows us to offer accommodation on site to over 1000 students.

Job Description

6. To ensure that routine and reactive maintenance activities are undertaken in the most appropriate and efficient manner to minimise disruption to University activities while ensuring optimum value for money is achieved. 7. Ensure regular cleaning and grounds maintenance is undertaken to provide quality spaces for Students and Staff. 8. To ensure accurate records of maintenance and other activities are kept as required by legislation, University requirements and best practice. 9. To liaise with all statutory bodies and utilities in ensuring the optimum function of the University estate. 10. To develop the University’s frameworks and preferred supplier lists through procurement of services and supplies in a manner that meets all regulations including OJEU requirements and ensures compliance with financial regulations when awarding work. 11. To develop projects to reduce the University’s energy consumption whilst ensuring the comfort of both students and academics alike. 12. To analyse service statistics, surveys and feedback (from the University and sector wide) to recognise and identify trends to make improvements to service standards. 13. To conduct investigations into complex complaints and issues, for example problems that have arisen in the construction of a building.

Main purpose of the job: Deputy Director Estates is responsible for ensuring that the University estate and its buildings are managed effectively to enable the University to function efficiently, safely and to the satisfaction of students and staff. Supported by a skilled team, the post holder will lead on ensuring long term planned and reactive maintenance and upkeep of all buildings, plant, equipment, services and associated systems within the University estate, ensuring high standards are maintained, work undertaken is legally compliant and within budget. The post holder will have responsibility for the departmental budget. The post holder will represent these services of the Department of Estates and Campus Services to the staff and students of the University and will do so through effective networking and communication to ensure that the services meets staff and student expectations. The post holder will have an important role to fulfil in case of emergencies affecting buildings and services. Main duties and responsibilities: 1. To lead, develop and motivate a diverse team, setting overall goals, ensuring that teams interact and work together effectively and receive the training required to enable them to work efficiently and safely. 2. Input in to an Estates Strategy for the University that supports the University’s Strategic Plan and responds to the Estate condition. 3. To ensure the effective delivery of the maintenance of the University’s buildings (both new and heritage) and the maintenance of mechanical and electrical services with varied control systems ranging from heritage, to new and highly technical. 4. To ensure that the facilities of the University including grounds and cleaning are delivered to a high standard and value. 5. To develop a planned maintenance programme of works on a 5 year rolling basis that is based on the University buildings condition surveys as appropriate and to prepare budget bids to support these plans.

• Significant experience in a similar role and of managing maintenance and estates teams • Experience in the management of listed heritage buildings • Proven experience in the management of technical plant and equipment knowledge of Combined Heat and Power (CHP) Systems and Building Management Systems (BMS) are essential • Project management and multi-stakeholder planning experience allied to at least three significant developments or commercial projects • Experience in collaborating on the production of complex legal documentation relating to property • Effective team leader and motivator • Ability to conduct appraisals, train and induct new staff, and act as a role model • The ability to achieve results through a combination of effective planning, clear direction, delegation and influence • Excellent communication and interpersonal skills • Ability to prepare and effectively present structured papers, budgets and proposals to management, peers and user groups • Networking, communication and presentation skills

• Professional qualification and membership of a professional body in one of the main building disciplines, electrical or mechanical engineering • Significant experience in the management of a complex estate • Sound knowledge of estates, engineering, building and facilities services • Effective budgetary management and financial planning skills • An in-depth understanding of establishing end-user requirements, service standards and the importance of a customer focused service delivery • Ability to make risk adjusted decision making, contract management and production of output specifications • Ability to act as a point of reference to others with clear evidence of effective management of a team, within Estates and Facilities, that incorporates a diverse range of relevant skills • Effective knowledge of working with framework contractors, putting together preferred lists of suppliers and contractors, developing effective management tools to ensure high quality work and effective cost controls • Ability to work effectively with colleagues from diverse backgrounds and as a member of a team • Confidence in own abilities and awareness of personal strengths and weaknesses • An understanding and interpretation of legislation relating to; e.g. water hygiene, electrical and statutory compliance, estates and buildings and Health & Safety • Competent IT skills (Excel, Database and MS Project)
