Tandis que les deux partis peinent à s’accorder sur la lecture des chiffres, l’ACFO de Prescott-Russell préfère faire preuve de sagesse : « On connaît l’ampleur du déficit budgétaire, a laissé savoir sa co-présidente Nathalie Ladouceur. On accepte une baisse si elle doit avoir lieu, mais à la condition sine qua non que les autres secteurs subissent eux aussi des baisses. »
TORONTO | Le budget provincial adopté le 24 avril à Queen’s Park n’est pas resté sans réactions dans l’Est ontarien. La responsable des Progressistes- conservateurs dans Glengarry-Prescott-Russell, Marilissa Gosselin, a vertement dénoncé la baisse de 400 000 $ du budget alloué à l’Office des affaires francophones comparativement à 2011. « Le budget passe de 5,5 millions $ en 2011 à 5,1 millions $ cette année. Ils coupent les services en français de 14 %! C’est inacceptable », a déclaré l’ancienne candidate aux élections provinciales, défaite de peu en octobre dernier par le candidat libéral Grant Crack. Joint par téléphone, le bureau de la ministre déléguée aux Affaires francophones, Madeleine Meilleur, a confirmé cette baisse. Mais on préfère parler surtout de 2011 comme une année exceptionnelle. « Le budget de l’année dernière a été de 5,5 millions $ parce que l’OAF avait reçu un financement spécial non renouvelable dont une partie provenait, en effet, du gouvernement fédéral via l’accord Canada-Ontario pour les services en français. » Toujours selon le bureau de Mme Meilleur,

facilities, more attention to the needs of seniors, and “more value for the money” in health care programs through efficient use of existing resources. The Champlain LHIN is responsible for distributing provincial health funds to local hospitals and other health service agencies in the Champlain region, which includes the City of Ottawa, the Five Counties, and neighbouring parts of Leeds, Grenville and Renfrew counties. LeClerc noted that the Champlain region’s IHSP will not be a copy of what other LHINs in the province are doing but will focus on funding priorities that deal with the health service needs unique to the region. “It’s an important piece of work,” she said. Right now the review process for the IHSP is in the start-up stage. The Champlain LHIN board will appoint one of its members to take part in a Community Engagement Advisory Group (CEAG) that will seek feedback from community groups, individuals and other stakeholders. The review process for the strategic plan will also include a review of the LHIN vision, mission statement, and overall values. LeClerc indicated part of the preparation work underway now for the review will include setting up a timetable for the consultation part of the process. Updates on the program should be available at the Champlain LHIN website at www.champlainlhin.on.ca.

The plan that guides how all health services are delivered in Ottawa and the Five Counties region and beyond is up for review, revision and renewal. The Champlain Local Health Integration Network (LHIN) board of trustees gave the green light to the start of the review process for the Integrated Health Service Plan (IHSP), the strategic plan that outlines priorities and issues for health care services in the Champlain region for next three years. “Our new plan will build on what we know,” said Chantal LeClerc, Champlain LHIN chief executive officer, during a phone interview. The LHIN’s previous IHSP covered the period up to 2012. The next plan will guide the regional health agency and its affiliates like local hospitals and other health care service providers for the period from 2013 to 2016. “There’s been a lot of progress on some of the priorities identified in the first place,” said LeClerc, regarding the past IHSP. She noted that the new strategic plan will identify any new priorities and issues of concern and also look at “advancing the overall priorities of the province” outlined in the Ministry of Health’s own Action Plan for Ontario’s health services.
