Youth Livestock Rules (All State and Local Rules Apply)

ELIGIBILITY 1. Livestock Exhibitors are held responsible for knowledge of all State Rules. Link: State Rules! 2. All Market Exhibitors must complete the mandatory ethics training (YQCA) online class. No exceptions. Each exhibitor must enter the certificate number at the time of entry. The training must be completed prior to entry. Credentials will not be released to the exhibitor until the class has been completed and the certificate number has been verified by the Fair. 3. Open to Alameda County youth organizations only or Independent Exhibitors residing in Alameda County. 4. Exhibitors must be present at the time of weigh-in, judging, and auction of his/her livestock unless management approves otherwise. 5. OWNERSHIP: Market beef must be owned at least 120 days prior to the opening day of the Fair (purchased by 02/16/23) and verified by the advisor/leader. Market Lambs, Hogs and Goats must be owned at least 60 days prior to the opening day of the Fair (purchased by 04/17/23) and verified by the advisor/leader. Breeding Beef must be owned 60 days prior to Fair (purchased by 04/17/23). 6. Once an exhibitor has shown a species in one organization, 4-H or FFA, they cannot show that species in the other organization during the current project year 8/15/22 to 8/14/23). 7. A youth exhibitor cannot enter in the Open Division if they are eligible to enter in a Youth Division class that is offered. If an exhibitor does so, they are no longer eligible to show as a youth in that species at the Alameda County Fair at any time. 8. Fair Management reserves the right to dismiss animals deemed unsafe. 9. NOTE: ONLY LOCAL YOUTH EXHIBITORS eligible to show at this Fair are allowed to handle, groom, and care for the animals. Others are only to advise. A statement signed by three advisors, barn supervisors, and/or leaders filed in the Livestock Office stating specifically that violations have been observed will automatically hold up cash awards and may cause the member and/or animals to be disqualified from all awards and ribbons, further competitions, and/or removal from Auction and/or Fairgrounds. 10. There will be a 10:00 p.m. – 5:30 a.m. CURFEW in the barn. No one will be allowed in the barn area between these hours except Authorized Fair Staff and Security. No one will be allowed to sleep in the barn area without official permission. 11. No dogs will be allowed on the Fairgrounds, except under special circumstances. 12. Where there is insufficient competition, the Fair may combine 4-H and FFA classes. 13. Youth Independent exhibitors will be required to declare their intent to show as Independent by January 31 of each calendar year. 14. Youth Independent exhibitors will show in the 4-H division appropriate for age of exhibitor. If 10 or more market animals are exhibited in one division a separate independent division will be provided. All other state rules apply for independent exhibitors.

15. Independent exhibitors are to complete a standardized record book, document a community service project, as well as a Species-related educational experience or element. Independent exhibitors will need to complete a minimum of 8 volunteer hours at the fair and submit proof of ownership and insurance. 16. SAFETY: Exhibitors, parents, and leaders are responsible to ensure the livestock facility and activities are safe for themselves and the public. Animals are not allowed outside the barn area. Keep animals off paved area walkways. Animals must remain in their species area (example: sheep are not allowed in beef area). 17. Pop-up tents cannot be put up prior to your session. Livestock office will confiscate pop-ups left after every session. 18. NO private sale posters may be posted in the livestock area. RESPONSIBILITY 1. Greatest care will be exercised in handling exhibits, but the Fair Association, its staff and department coordinators, and the County of Alameda WILL NOT BE HELD liable for loss, theft or damage of any kind from any cause. Submission of entry constitutes an agreement to this effect. 2. Liability insurance is the responsibility/at the discretion of the junior exhibitor to cover themselves and their exhibits. 3. All reasonable measures will be taken to ensure safety of animals, exhibitors, and public. Exhibitors are expected to help by keeping gates closed and aisles neat and clear of cords, equipment, etc. 4. Violations of Rules: Exhibitors and attendants of any exhibit violating any local or state rule, or permitting the violation of any rule, shall be subject to suspension by the Board of Directors and will be disqualified from receiving awards and sale at auction. 5. All Youth Livestock Exhibitors must attend the MANDATORY Pre-Fair Youth Livestock Exhibitor Meeting Wed., June 14 at 7pm. It is the Participants RESPONSIBILITY to be aware of any posted information . 6. All Exhibitors must have completed all requirements set by their respective organizations. Project books must contain up- to-date records of projects on exhibit and must be available for inspection upon request. Any 4-H or FFA entry for which a project book is not available may be disqualified. Leaders will be responsible for verifying and turn in a list of names to the livestock office to ensure that the exhibitors have met all meeting attendance requirements.

ANIMAL CARE 1. All animals must be properly cared for at all times and pens/stalls/tack areas/aisles must be properly

cleaned. Do not put dirt in trash cans. Keep sweeping and dust to a minimum. 2. No water troughs in the barn unless pre-approved by Livestock Coordinator. 3. Do not leave empty feed pans in the pens. 4. Pens are to be cleaned by 9:00 a.m.

5. No bedding will be provided to livestock exhibitors by the fair. Fair management will arrange for an outside vendor to service exhibitors on grounds for shavings needs. Pricing information will be provided to exhibitors prior to fair. 6. All exhibitors MUST dispose of shavings properly, so no cross contamination occurs.

BREEDING ANIMALS

1. To avoid penalties, see State Rules. State rule identification requirements will be required for Animals at least 6 months of age to avoid penalty. 2. A permanent ear tag or tattoo is required. This must be in place prior to entrance to fair. No tattooing on site. 3. REGISTERED ANIMALS: Once an application for purebred registry has been made, animals will be considered as registered and State Rules for registered animals will be enforced. Such animals are not eligible to show as grade animals. 4. All original registration certificates must be submitted to the Management by the time printed in the schedule and individual sections and must be available at all times. Failure to do so will result in entries being automatically disqualified. No faxed registration papers will be accepted after the start of judging for that species. See State Rules. Breeding Beef must be owned 60 days prior to Fair. 5. GRADE, RANGE AND UNREGISTERED ANIMALS: Refer to State Rules, VIII Livestock Department, Definitions. MARKET ANIMALS 1. No junior may exhibit a market animal that has been sold through a fair livestock auction whether or not there is an actual change of ownership. 2. No animal overly fatigued or stressed will be weighed. Animals must be weighed at the assigned time to qualify for judging unless prior arrangements are made with management. If there is any question concerning weight, animals must be reweighed IMMEDIATELY, without exercising or leaving the area. 3. Any unnatural, inhumane weight control prior to weigh-in is prohibited. 4. All breeds will be called at weigh in by an official breed caller. Animals will be transferred to the appropriate class if needed. The breed caller’s decision is final. 5. Management will determine the number of market classes to be judged after weigh-in and animals will be assigned to classes based on weight. 6. Animals consigned to Auction will not receive cash awards. 7. Although the fair will list available breed divisions in anticipation of possible entries, divisions will be combined at the discretion of the livestock show management. A minimum of 5 animal entries are required per division offered, EXCEPT for the AOB division. Swine breeds with 15 or more animals weighed in will receive their own division. 8. All market animals must have an official ACF ear tag button, as well as an ACF issued tamper resistant visual ear tag, except those animals specifically deemed for feeder classes. Once the animal has been tagged if one tag is lost or broke off, please notify the Fair Livestock Manager at livestock@alamedacountyfair.com right away. A lost tag form will be sent and will be required before the tag is replaced. If BOTH tags are lost, they will be replaced, but the animal will no longer be eligible for Champion Drive. 9. All Breed and Reserve Breed Champions will have their ear tags rechecked prior to entering the ring for Champion Drive. 10. All market beef must be weighed and tagged, approximately 120 days prior to Fair. Beef Tagging and Weigh In will be done at the Fairgrounds on Sunday, February 26, 2023 from 9am-Noon. 11. All market lambs and market goats must be tagged, approximately 60 days prior to Fair. Market Lambs and Goat Tagging and Pre-Fair Vet check will be held on the Fairgrounds on Sunday, April 23, 2023 from 8am-Noon. 12. All market swine must be tagged, approximately 60 days prior to Fair. Market Swine leaders/advisors will receive the ear tags prior to the tagging deadline and will be responsible for tagging and taking a

picture of the exhibitor with their market hogs with the ear tags attached. The leader/advisor must sign off on the tagging forms that they verified the animal and tagging. All market hogs must be tagged by Sunday, April 23, 2023. Leaders must turn in the tagging forms, photos, and a copy of the bill of sale by Wednesday, April 26, 2023, to Riley Ringor in the Exhibits Office. Failure to turn in required photos by deadline will affect eligibility to show at the Alameda County Fair. 13. Proposition 12 – A bill of sale with sellers’ signature MUST be uploaded to the ShoWorks entry system with the following information: “Raised in compliance with Prop 12 Rules & Regulations.” 14. Bill of Sales must be emailed prior to tagging to livestock@alamedacountyfair.com or physically turned in on the day of tagging for all Market Beef, Hogs, Sheep and Goats. 15. Breeding animals may not also be shown as market animals. 16. Tail Docking - To qualify for exhibit market lambs must be docked such that the tail (dock) is healed and can be lifted from the exterior. Lambs that have no dock will not be eligible. 17. Lambs exhibiting callipygian characteristics and all animals exhibiting rectal prolapse are not eligible to sell. 18. Exhibitors may enter an unlimited number of animals but are only allowed to bring three market beef or market swine or five market sheep or market goats to the Fair, not including feeder animals. 19. Exhibitors are required to sign the Exhibitor Agreement/Drug Residue form and turn them in at the vet inspection upon arrival on the fairgrounds. Animals will not be weighed unless the form is turned in a complete. - Ranch Name, Address and Phone number. - Breed, Color, Sex and Notch/premise ID/Tag # - The following Statement must be on form: 20. Livestock Grooming Restrictions: No hair or skin dyes, paints, or colorants (including powder and shoe polish) are allowed to be used on the fairgrounds. Exhibitors may continue to use oils or clear coat products to enhance shine. 21. Animals raised in a cold box are not eligible to participate in the Alameda County Fair. 22. All Breed Champions and Reserve Breed Champion market animals will be required to submit a urine sample immediately following their selection for drug residue testing. Any animal failing the drug residue test will be disqualified and the exhibitor must return all awards that have been received. Animals failing the drug residue test will not be able to sell in the Junior Livestock Auction. CATTLE REQUIREMENTS 1. All cattle coming to or going from the Fair must be accompanied by a transportation form. One permit per load is necessary during transit to and from the Fair. Proof of ownership is required when the brand on the animal is different than the person transporting the animal. 2. Cattle coming to the Fair to be offered for sale must have the yellow certificate, transportation or consignment form, and proper proof of ownership. Proper proof of ownership MAY consist of brand

inspection certificate or a sales yard receipt in the exhibitor’s name. 3. Any steer without the above will be disqualified from judging and sale. 4. See State Rules for out-of-state cattle.

ANIMAL HEALTH

1. Member, veterinarian, species leader or Livestock Coordinator representative must administer all pharmaceuticals. 2. ALL PHARMACEUTICALS administered to livestock at the fair must be approved by show management prior to use. Exhibitors are required to submit a completed Livestock Medical Form to the Livestock Office to obtain this approval. Failure to do so could result in disqualification of exhibit or other appropriate discipline. 3. Any vet expenses occurring during fair time are the responsibility of the exhibitor. The Fair reserves the right to perform a postmortem exam of any animal that dies at the fair, at the exhibitor’s expense. 4. If there is an indication of any unhealthy animals at the Fair, such animals, herds, or flocks will be removed immediately and will not receive cash awards, if awarded. 5. To eliminate delay in treatment of a sick or ailing animal, the owner extends authority to take such action as deemed expedient and necessary by the Fair Management, when and after diligent attempt have been made to contact the owner or agent of said exhibit. Fair Management has Power of Attorney for the exhibitor in this instance and by virtue of entry into competition; the Alameda County Fair Association will not assume any cost for action taken pursuant to this rule. 6. Drenching of animals is NOT allowed unless medically necessary and must be performed by official fair veterinarian.

7. Only sheep purchased from scrapie compliant breeders, and meeting state- mandated identification requirements, are allowed on fairgrounds. See State Rules.

UNIFORM REQUIREMENTS

Uniforms are required when showing and selling your animal. FFA: White shirt and pants, FFA tie or scarf, and FFA jacket (or patch). See also Horse Show. Boots must be worn where required by species: horse, dairy cattle and beef. Footwear and belts must be cleaned and/or polished and non- obtrusive in color. No sandals: closed heel and toed shoes are mandatory. 4-H: White collared, button-down shirt and white pants, and 4-H tie or scarf. Belts must be worn if belt loops are available . Boots must be worn where required by species: horse, dairy cattle and beef. Footwear and belts must be clean and/or polished and non-obtrusive in color. No sandals: closed heel and toed shoes are mandatory. INDEPENDENT MARKET EXHIBITOR: White shirt and white pants. Boots must be worn where required by species: horse, dairy cattle and beef. Footwear and belts must be cleaned and/or polished and non- obtrusive in color. No sandals: closed heel and toed shoes mandatory. YOUTH BREEDING LIVESTOCK CLASSES: White shirt and white pants, no hat, and no club identification. Belts must be worn if belt loops available. Boots must be worn where required by species: horse, dairy cattle and beef. Footwear and belts must be cleaned and/or polished and non-obtrusive in color. No sandals: closed heel and toed shoes are mandatory.

Open Livestock Rules Entry Information (All State and Local Rules Apply)

1. All Late Entries must be entered on a Paper Entry Form and submitted to the Livestock Office prior to the Late Entry Deadline. 2. All Senior Department livestock entries will be limited to barn space available. Also, animal numbers will be allocated so as to present best possible breed display for show. 3. After close of entry, the Fair reserves the right to adjust breed divisions for show equity. 4. Senior Divisions are open to out of State exhibitors. 5. No animal eligible to be entered in the Junior Department division may be entered in a Senior Department division except as provided in State or Local Rules. 6. Cattle exhibitors may secure extra transportation permits from Exhibit Office at (925) 426-7611 or Livestock Office at (925) 426-7605. One permit per load is necessary during transit to and from the Fair. Proof of ownership is required when brand on animal is different than the person transporting the animal. 7. To avoid penalties, see Livestock State Rules. 8. See department sections and state rules for animal identification requirements. 9. All original registration certificates must be submitted to the Management by the time printed in the schedule and individual sections and must be available at all times. Pricing information will be provided to exhibitors prior to fair. 11. All Exhibitors MUST dispose of Straw and Shavings properly, so no cross contamination occurs. 12. All trucks, trailers and campers must be parked in designated areas. 13. Completed IRS W-9 will be required before judging. 14. If there is an indication of any unhealthy animals at the Fair, such animals, herds, or flocks will be removed immediately and will not receive cash awards, if awarded. Any vet expenses occurring during Fair time are the responsibility of the exhibitor. All animals must be properly cared for at all times, and pen/stalls/tack areas/aisles must be properly cleaned. 15. LATE ARRIVAL: A penalty of $100 per exhibitor & Veterinarian Expenses may be assessed and must be paid prior to judging. Exhibitors coming directly from another fair, and who anticipate a late arrival, must receive approval for late arrival from the livestock superintendent and request the other livestock superintendent to call/fax us with the time of departure and anticipated arrival time. Fair management may refuse entries at the gate without such approval. Cash awards may be adjusted for late arrivals.

Livestock Auction

A very special “ Thank You ” to all of our hard-working Alameda County Fair Livestock Auction volunteers!

Rules: 1. Sale animals will not receive cash awards for judging. 2. Qualification to sell: Market Ready or Market Acceptable. 3. Management reserves the right to disqualify animals from the sale. 4. One exhibitor may sell no more than two Large Livestock animals and one small animal at auction, unless one of the following occurs: a. ALL 4-H AND FFA CHAMPIONS AND RESERVE CHAMPIONS MUST SELL (AS WELL AS SUPREME AND RESERVE SUPREME CHAMPIONS). In the event there are three or more of these champions owned by one exhibitor, this rule will take precedence. b. In the event an exhibitor has two or more champions or reserve champions other than Beef, then the exhibitor may sell one market beef in addition to his champion animals. c. All Champions must be sold regardless of if they are classified as small or large livestock. In the event a small animal exhibitor has two or more champion or reserve champion meat animals, and no large livestock champions he/she may sell two large animals in addition to his/her Champion pens. 5. The exhibitor must be present at the Auction to sell any animal. 6. No animal may be sold more than once. There will be no resale for charity or other purposes. 7. A 5% charge of the purchase price of each animal sold at auction will be assessed by the Alameda County Fair Association in order to defray defaults in payments by buyers, incidental auction expenses, and other contingencies that may arise. 8. Sale checks will be mailed out to the exhibitors/sellers approximately two weeks after the auction. 9. Sale animals will be released as directed by Management. 10. No vehicles on grounds between 8 a.m. and 10 p.m. Tack may be carried out the gate. 11. There will be a $3.00 processing fee assessed by Superior Farms for all lambs going through the auction. This fee will be deducted from the auction checks.

12. Amador Pavilion will be closed after the close of auction for load out of auction animals; only fair staff and load out crew will be allowed in the barn. 13. All intent to sell forms must be turned into the Livestock Office by the time listed on schedule. If intent to sell form is not turned in on time, the animal will NOT be sold at the Alameda County Junior Livestock Auction. No exceptions! Processing Requirements: 14. All Overall Champion and Reserve Champion (4-H, FFA, Supreme) Swine, Beef, Sheep and Goats will be sent to processing plants. These animals must go custom or resale, no live pickups. 15. All animals destined for process after the Auction should be delivered only to licensed processing plants (Sections 357-359 of California Agriculture Code). Master Showmanship

FFA Advanced Master Showmanship 4-H Advanced Master Showmanship 4-H Junior Master Showmanship

1. The 1st place winner of FFA Advanced, 4-H Advanced and 4-H Junior Showmanship of the following species are eligible: Market Beef, Dairy Cattle, Dairy Goat, Market Goat, Market Lamb, Market Swine, and Horse. 2. A member may only enter Master Showmanship with 1 specie. In the event a member wins 2 species contests, or chooses not to participate in Master Showmanship, the 2nd place winner will be eligible for Master Showmanship in the species not entered by the 1st place winner. Double species qualifiers must declare in writing to the Livestock Office within one hour after conclusion of the final livestock showmanship event, which species he/she will represent in Master Showmanship. If the 2nd place winner has already qualified in another species, or chooses to not participate, In the event that the 1 st and 2 nd place exhibitor cannot show in Master Showmanship the 3 rd place winner may participate. 3. In order for the species winners to be included in Master Showmanship, there must be at least three exhibitors in the qualifying class.

Animals used in Master Showmanship are not to be owned by the exhibitor.

5. Exhibitors will be scored by each judge on a scale of 1 through 10 points. The exhibitor with the highest overall score will be declared the winner.

6. In the event of a tie score between two or more exhibitors, the tie will be broken as follows:

• The highest and lowest scores will be removed followed by retabulation of the scores. • If a tie still exists, the exhibitor with the highest score on the species in which they qualified will win. 7. Additional rules/guidelines/clarifications or other information may be posted on site. It is the participant ’ s responsibility to be aware of any posted information.

8. Winner represents Alameda County Fair in the Best of Shows competition at the California State Fair.

9. An exhibitor may win Master Showmanship at Alameda County Fair no more than two times.

10. All species of animals will be included in the contest regardless of the number of participants. For example, if only 4 exhibitors qualify under rule number 3, they will still show all 7 species.

YQCA Yearly Online Ethics Course We will once again be utilizing YQCA, Youth for the Quality Care of Animals, for our ethics requirement. This is an annual course that is taken online (the course is about an hour long) and can be completed at any time before entering for the 2023 Alameda County Fair. Once you have passed the course you will receive a certificate of completion, Log into you ShoWorks entry account and upload your certificate to your account https://alamedlive.fairwire.com The certificate number will be required to complete your online entries or to submit paper entries. No passes or credentials will be released until this course is completed and you have submitted your certificate number and a copy of your certificate. NO EXCEPTIONS! Who has to take it: All junior animal exhibitors (excluding horse, cavies and dogs) must take the online course , and enter their certificate number when entering online (or submitting a paper entry). Since YQCA has not yet developed a parent/leader course, we will not be requiring leaders to take it this year. That will change once they develop a course specifically for leaders. You will need to make a separate account for each exhibitor (siblings cannot take the course together; they each need an individual certificate to enter at the fair). The course is $12 per exhibitor. More about YQCA: Youth for the Quality Care of Animals (YQCA) is a national multi-species quality assurance program for youth ages 8 to 21. The program is designed to provide an estimated 60 minutes of education each year. The online program requires the passing of a series of three quizzes to earn certification. YQCA is the result of a collaborative effort between states that have previously offered multi-species youth livestock quality assurance programs, the National Pork Board ’s Youth PQA Plus program and representatives from other national livestock groups. YQCA is designed as an annual education and certification program focused on food safety, animal well- being and character awareness for youth ages 8 to 21 producing and/or showing pigs, beef cattle, dairy cattle, sheep, goats, market rabbits, and poultry. More about the Online Course: The online program includes three components for each topic (food safety, animal well-being, and character development): 1) knowledge builder, 2) skills lab and 3) quiz for each content topic and are designed specifically for each age group. To fulfill their year of training, youth will complete three of these online modules. The knowledge builder allows students to learn new information in an engaging, age-appropriate, and interactive format. Students can read content, watch videos, analyze pictures, and practice skills while progressing through a series of interactive content components. Skills labs offer realistic situational opportunities for youth to apply the new knowledge gained in the knowledge builder. These labs take students through a comprehensive journey of the content, requiring them to apply skills and make decisions resembling those they will face in real life. The quiz is the final piece of the online learning experience, testing student ’ s overall knowledge of the content. Students can receive immediate feedback or see their results at the conclusion of the quiz. A pass rate of 80% have been established with students being able to repeat the module if needed. 15

Senior Herdsmanship Best Decorated Display

1. Judging will be based on cleanliness and neatness of the exhibit area and the educational and attraction values of the display (50%), animal care (30%), exhibit arrangement ~ tack and feed area (10%), and public relations and courtesy to everyone including the cooperation and sportsmanship of the exhibitors (10%). 2. Educational displays must be contained in the assigned stall/pen space and not disturb the Amador Pavilion visibility. Two or more exhibitors may cooperate on a display, with prior notice to the Livestock Department. 3. All exhibitors are automatically entered.

Beef Carcass Contest 1. Mandatory pre-tag weigh day will establish the beginning weight and the fair weight in will establish the final Weight. 2. To be eligible for an award, cattle must gain at 2.2 pounds per day and be judged live as market ready. 3. All cattle processed at the Junior Livestock Auction and consigned as live or resale will be judged in the carcass contest. 4. Only animals qualifying for rate of gain and carcass will be scored with the live placing for Super Steer/Heifer. 5. Dressing Percentage must be 60-69% (hot weight divided by sale weight). 6. Super Steer Scorecard: 10 % rate of gain, 60% carcass, 30% live placing. 7. In the event that all animals are not weighed at the pre-tagging day, the score card for Super Steer will be 60% carcass.

Breeding Rules 1. All females 24 months of age or older at the beginning day of the Fair must have a calf at side or show obvious signs of pregnancy or have a veterinarian’s certificate of pregnancy. 2. Breeding animals may not be shown in Market Divisions. 3. Legible tattoo is required. No tattooing on the Fairgrounds. 4. Junior Yearling and older bulls must be shown with nose ring or lead. 5. All females over 12 months of age must bear evidence of official calf hood vaccinations against brucellosis. 6. Must be owned by the exhibitor 60 days prior to Fair. 7. Registry by the applicable association is required. Original registration papers must be checked prior to 7:00 p.m. on Thursday, June 15. 8. Market Rules 1. All Market beef must weigh a minimum of 1,000 pounds at the fair weigh in. No maximum weight, but animals will only be paid to 1,300 pound in the Junior Livestock Auction. 2. All breeds will be called at weigh in by an official breed caller. Animals will be transferred to the appropriate class if needed. The breed caller’s decision is final. 3. Management reserves the right to combine classes/organizations based on the number of animals pre- tagged. 4. At the discretion of management, each class will be broken down further by live weight. Management will determine the number of market classes to be judged after weigh-in.
