Message from the Outgoing President

Four years ago, I began my term as president of APPM. We had a well-attended and successful 43rd Anniversary and Induction of Officers Ball at the Hilton BWI Airport Hotel. Our souvenir program had an essay written by the late Dr. Ray S. Magno who recalled the early years of the APPM. As expected, that souvenir program had a number of congratulatory ads from members, businesses, and partner organizations. An additional feature of that program was the Legacy Page. The educational background, summary of their post-graduate training, academic appointments, professional career, and impact in the community of these physicians were summarized in that Legacy Page. A current photo or their medical school portrait topped their page of achievements. Each physician left their homeland, ventured to the other side of the world, and achieved the American Dream. I hope we continue the Legacy Page in order to remember their journey and serve as an inspiration for their children and grandchildren. One week after the Induction Ball, we sent a $1000 grant to FAPI in collaboration with Rotary International to support Operation Braveheart. Operation Braveheart is a charitable program that benefits indigent children with certain congenital heart diseases (i.e., patent ductus arteriosus, atrial septal defect, and ventricular septal defect) in the Philippines. This pediatric interventional cardiology procedure has resulted in changing the dismal prognosis from their congenital heart disease to one of hope to achieve their full life potential. The world stopped on March 13, 2020 due to COVID-19 pandemic. Our plans for a joint APPM-UPMASA Scientific Symposium with a focus on Operation Braveheart featuring Dr. Jonas del Rosario and Dr. Stacy Fisher on March 21, 2020 was cancelled. APPM and UPMASA organized a Scientific Webinar on October 16, 2021. Dr. Jonas del Rosario gave his talk to introduce us to Operation Braveheart and the impact that this has on indigent children with congenital heart disease. Our attendees that were not only from Maryland, but from across the US, and extended to the Philippines. That talk was part of a fundraising effort. APPM sent a $4000 grant to support Operation Braveheart. With Dr. Jess Socrates’ efforts, the value of this grant was tripled through a grant matching program by Rotary International. APPM hosted a Scientific Symposium 1 year later and had Dr. Stacy Fisher give her presentation on the natural history of adults with congenital heart diseases (PFO, ASD, and VSD) corrected by these percutaneous interventions. APPM has also held a yearly general meeting at Joey Chiu’s Greenspring Inn. In 2022, Dr. Anuj Gupta gave a presentation on use of TAVR (transcatheter aortic valve replacement) to treat severe aortic stenosis. In 2023, Dr. Rebecca Magno gave a presentation on use of ultrasound for abdominal emergencies. To cap the year, Dr. Lynn Veneracion hosted the APPM Christmas Party in 2019 and 2022. We had a potluck lunch, conducted business of the organization, reacquainted with friends, and had a white elephant gift exchange. APPM is organized exclusively for charitable, educational, and scientific purposes. Throughout the last four years, we have consistently fulfilled our mission. I look forward to Dr. Lynn Veneracion’s term as president. I will continue to take on the administrative duties to maintain APPM as a 501c3 organization. And I shall return in 2025.

Message from the Incoming President

It is with great honor that I accept the position as president of the APPM for the years 2023 -2025. I want to thank you for attending today’s induction, and for that, I am very grateful. I also need to thank the other members of the planning committee, namely, Dr. Jay Penafiel, Dr Mayette Caragay, Dr. Rebecca Magno and Dr. Nelson de Lara. Without them, this event would have never come to fruition. When the APPM was founded 47 years ago, its objectives were to promote the science and art of medicine, to elevate the standards of health education and to engage in charitable work. During its glory years, the APPM had yearly CME lectures series in the afternoon followed by ballroom dancing that same evening. There were numerous crab feasts, bus trips, cruises with CME, and weekend parties hosted by a member celebrating a special occasion. We spent New Years Eve together. In short, we have become one big, extended friendly family of Filipino physicians practicing in the state of Maryland. Nowadays, as we reach our golden years, we have become more distant and find it more and more difficult to fulfill our missions due to dwindling numbers. However we have been very fortunate to have Dr. Jay Penafiel as our President since 2019. He held our meetings during the pandemic via Zoom and designated Operation Braveheart as our charity. In the next two years, the new officers will try to foster a renewed interest in the APPM. We encourage you to call and get in touch again with your long forgotten friends on a more regular basis, and to come together and join our events. Our activities will be easier to attend because they will be held during daytime. These will be potluck meetings, CME buffet lunches, parties of other Filipino organizations, etc. And with your participation, we will be a bigger, kindler, gentler APPM, with renewed interest in forgotten friendships. The APPM, in conjunction with the University of the Philippines Medical Alumni Society in America (UPMASA) and Rotary international , has directed grants to support Operation Braveheart. Operation Braveheart is a charitable program that benefits indigent children with certain congenital heart diseases (i.e. patent ductus arteriosus, atrial septal defect, and ventricular septal defect) in the Philippines. Rather than open heart surgery to close the defect, a transcatheter approach to repair their congenital heart defect is performed at the Philippine General Hospital . This pediatric interventional cardiology procedure has resulted in changing the dismal prognosis from their congenital heart disease to one of hope to achieve their full potential in life. Dr. Jess Socrates is the Coordinator for Operation Braveheart. He sends us regular updates on indigent children with congenital heart disease who have benefited from Operation Braveheart.

Legacy

Dr. Yap served as Chair, MedChi, The Maryland State Medical Society, Continuing Medical Education Review Committee (CMERC) from Aug 2019 to Mar 2023 and was Co-Chair for several years. He was President of MedChi, International Medical Graduate Section (IMG), 2014-2016. He established and was Coordinator of the Annual Health Care Information Fair, Church of the Resurrection, Ellicott City, MD, from 1999 to 2019, and served as an elected Parish Council member from 1998 to 2008. In addition to his previous role as director at MedStar Harbor Hospital, he organized and directed the 3-P Conference: A Potpourri of Practical Pediatrics, held semi- annually Nov 1994 – Nov 2003, then annually in May, 2004-2017, and the Robert Irwin Memorial Lectures, held annually in Nov, 2005-2016. He has several publications related to neonatology topics, and has been an invited speaker and/or moderator in local, national, and international conferences. He has mentored many medical students, taught nursing staff and volunteers, and given over a hundred neonatal and pediatric lectures. In 1976, deep into a cold and wintry night, Diony Faustino was driving back home from Virginia. He just attended a meeting of the Philippine Medical Association of Washington. He was clearly tired. For earlier that day, he also ministered to a waiting room full of patients. Then, he wondered why do I have to drive so far? Why can't we have our own association of physicians in Maryland? That week he mentioned the idea to his close friends, Cesar Castillo, Ben Lazaro, Gerry Alonso, among others. The seeds of APPM were sown. The initial response of the other Filipino physicians in the community to the idea was at best tepid. Diony said, "It took two years before we could get it going." Gus De Leon, Ed Singca, Jimmy Punzalan were among the first officers. Organizational meetings were held. But, the attendance left a lot to be desired. Perhaps the physicians at that time, enjoying the independence in the golden era of unencumbered medicine, were not ready for the idea. The concept of the idea being touted1as a possible chapter of the APPA (Association of Philippine Physicians in America) did not sit well with some. A remark was made that one of the reasons for the low attendance during the meetings was. bec't.iuse meals were not part of the agenda. Nowadays, the luncheon meetings are sponsored by pharmaceutical companies. With gustatory entertainment being free, a member had to make a reservation'to get into the meeting. A group of new members joined the organization in the mid-1980s. Ben Oteyza, Ferdie Rodriguez, Mayette Caragay, and Ray Magno joined and eventually each became president of APPM. In 1985, bylaws were ratified and further defined the structure of the organization. The APPM was legally incorporated in the same year. A concerted appeal was sent to all Filipino physicians in Maryland to join the organization. The membership quadrupled. In the mid-1980s, there was a conscientious effort on the part of the organization to get involved in the affairs of the Maryland State Medical Society (MedChi). The APPM members were encouraged to join, and by design, were appointed to different committees of MedChi. The hope was to be able to participate in the policy making of MedChi instead of being mere bystanders. As a result of involvement, the APPM helped influence some important legislation at the time. In the 1980s, there were growing sentiments among our American peers to limit the entry of international medical graduates in Maryland. The Board of Physician Quality Assurance (BPQA) through MedChi attempted to enact legislation, in which two sets of requirements, one for international medical graduates (IMG) and another for American medical graduates. The requirements for an IMG obtaining licensure would have included 3 years of residency training within the State of Maryland. That would have severely limited entry of IMG physicians who trained in other states. The APPM together with other groups lobbied against this legislation. This attempted restrictive legislation was finally abandoned by the State Medical Society.

The Auxiliary also became a big ally of the organization. Spearheaded by Marcia Aquino and Norma Castillo, $10,000 was raised in 1987 among Filipino physicians to donate towards the construction of the new MedChi building. Now inscribed in the halls of MedChi is a plaque for the APPM, recognizing its contribution. (I was told jokingly I hope the monies were spent to construct the east wall of the bathroom on the second floor). The Auxiliary also helped organize rallies in Annapolis by the busload to lobby for tort reform that were pertinent to the practice of medicine. That included issues like expert witness and caps for pain and suffering in malpractice cases. The maturity of the organization in its internal politics became evident in the early 1990s. There was no longer need to cajole, trick, and exhort members to become officers. (Dr. Faustino was president for 6 years. Nobody else wanted it.) Ayoko, ikaw na lang mentality. Officers began to covet these leadership positions. Real elections were held. I remember the year 1991, when campaigns for the presidency were waged to the level of grass roots. (True to any heated elections, accusations on both sides included erroneously I am sure, vote buying, flying voters... I remember the remark... "How can that doctor vote. I heard he is dead." With changes in leadership, emphasis shifted. In the early 1990s, a shift toward the national APPA was reinforced leading to the APPA national convention being held in Baltimore in 1993. The early 1990s also ushered in a communion with the pharmaceutical companies. Annual meetings became dinner dances. Executive meetings became luncheons. These events were sponsored by the pharmaceutical companies. A CME was also thrown in. The affairs were jam- packed (but the business m·eeting always took too long). CMEs were incorporated with cruises to such exotic places as the Caribbean, Greece, and Alasaka. The idea of the medical mission became a reality in 1995. Spearheaded by the tireless Mayette Caragay, a medical mission was held in Cabanatuan City, Nueva Ecija. Another mission was held in 1996. The year 1997 was a rest period. Amendments in the Bylaws were introduced in 1995 to include a new category of membership for the interns and residents. They paid a nominal fee. Looking back, the APPM has grown by leaps and bounds in the past 30 years. It has brought the community of Filipino physicians closer together. Many good things have been accomplished. While the emphasis ot'various leadership may be varied, it was always good for the organization. Let us support them wholeheartedly.

Over the past year, we have been busy writing copy and designing pages for souvenir programs for our partner organizations. We published Katipunan’s souvenir program for their 53rd Anniversary and Debutante Ball, Bayanihan’s souvenir program for their 2023 Sweetheart Ball, Knights of Columbus Santo Niño Council souvenir programs for their 2023 Bull Roast and their 37th Anniversary/Installation of Officers Reception, and Katipunan’s souvenir program for their 16th Annual Dr. Ray S. Magno Memorial Golf Tournament. And most recently, Rebecca also did the layout, design, and published the commemorative book for the Filipino Council of the Archdiocese of Baltimore’s Two Filipino Saints Celebration.
