The continued operation of the site is under review and the municipality has re- ceived an offer from Laflèche Environment- al to take the township’s household waste to its recycling, composting and disposal facility at Moose Creek. Mayor Jean-Paul St-Pierre noted that the municipality has just received the Laflèche offer and council has not yet had a chance to review it with administration. He also noted the proposal “is for residential garbage, and residential garbage only” and does not in- clude other types of waste. Council agreed to defer any decision about new equipment purchases for the landfill site until the 2014 municipal budget discussion and review.
The issue has gotten the attention of lo- cal environmental groups now. The Citizens Environmental Stewardship Association- East of Ottawa (CESA-EO) is calling for the immediate closure of the landfill. The group also campaigns under the name of Dump the Dump Now in its dealings with the Tag- gart-Miller proposal for a commercial recyc- ling facility in Eastern Ontario. CESA-EO expressed concern in a press re- lease that the Russell landfill now presents a potential pollution hazard for neighbour- ing farmland because of its location above the Vars-Winchester esker. The group wants the landfill closed and its contents excav- ated and removed from the area.
EMBRUN | The condition and continuing future of the municipal landfill occupied most of Russell Township council’s atten- tion during its first regular meeting after the summer break. Coun. Craig Cullen questioned whether or not the township should be making any plans to buy a new scale system for the landfill when council has been looking into shutting the site down. “I don’t understand why we keep spending money,” Cullen said. “If the landfill is supposed to be closed, ob- viously it (scale) is not needed.” The Russell municipal landfill is located close to an aquifer that provides ground- water to nearby private wells.
