Dallas BA takes builder issues to Washington during June Leg Con

A delegation of the Dal- las Builders Association’s members and staff were on Capitol Hill on June 7 to talk with our service area’s members of Congress. With the prospect that building more homes can tame infla - tion and ease the affordability crisis, Dallas BA addressed 3 major issues that impact home building. Over the past year, the nationwide shortage of electri- cal distribution transformers has worsened. With delivery delays stretching well over a year, Dallas BA voiced the importance of Congress utiliz- ing the Defense Production Act to boost output at existing facilities in order to regain ad- equate supply. We also urged that they oppose a proposal by The Young Professionals Council has donated $6,000 to the Collin College Construc- tion Management Program’s Excellence Fund. The check consisted of proceeds from the group’s spring bowling tournament. The Excellence Fund assists students financially on a needs-based basis and helps keep them on track for the pro- gram. “While Collin College has one of the state’s lowest tuition starting at $1,500/ semester, many students are living paycheck to paycheck
the Department of Energy to change a key manufacturing standard in the production of transformers because it would severely exacerbate the cur - rent supply shortage. We are already seeing results on this issue as not long after our members were on the Hill, Representative Richard Hudson (R-N.C.) and Sen. John Barrasso (R-Wyo.) introduced identical House and Senate bills. The Protect- ing America’s Distribution Transformer Supply Chain Act would delay rulemaking on energy-efficiency standards for distribution transformers for five years. Regarding energy codes, the Association discussed the

Texas Legislature. Governor Greg Ab- bott recently signed the three pieces of legislation into law. House Bill 3492, authored by Representative Lynn Stucky and car - ried in the Senate by Senator Drew Springer, was Dallas BA’s priority leg - islation for the 88th Texas Legislature. Dallas BA teamed with the Texas Association of Builders, who also listed HB 3492 as priority legislation, to secure a bill author and sponsor. HB 3492 ensures that munici - palities and counties base develop- ment review and inspection fees on the governmental entity’s cost of performing these services as opposed to the valuation of the plans, project or components being assessed. The legis- lation also helps ensure transparency. Under the Texas Constitution, regulatory fees assessed by a mu - nicipality that are not proportional to the operating costs of the program for which the fee is charged and that return more than what it costs to run the program in association with the regulation can result in a fee that is an unauthorized occupations tax. HB 3492 provides methods that will lead to reduced fees which will ultimately be passed on to future home buyers. The law becomes effective on Sept. 1, 2023. House Bills 2022 and 2024, au - thored by Representative Jeff Leach and sponsored by Senator Phil King, were the top legislative priorities for the Texas Association of Builders for the 88th session. HB 2022, which makes the first substantive changes to the Texas Residential Construction Liability Act (RCLA) in 20 years, improves the dispute resolution process by which a builder makes an offer to repair con - struction defects. HB 2024 helps the

homeowner by incentivizing that a written warranty be offered by build - ers and remodelers in order to reduce the length of the statute of repose for residential construction. If a written warranty is offered, the statute of repose is lowered from 10 to 6 years. If no written warranty is offered, the statute of repose remains at 10 years. This brings Texas in line with many of its peer states that have reduced times in their similar statutes. Members are strongly encour - aged to consult with legal counsel before making changes to contracts, especially the duration of warranties offered. HB 2022 becomes effective
on Sept. 1 and HB 2024 is effective immediately. House Bills 3492, 2022 and 2024 will help address the affordability is - sues facing homeowners and potential home buyers across the state. Dallas BA will now turn its focus to monitoring how local government entities enforce measures in light of the new laws and advocate that the protections those statutes offer home builders and home buyers are inter - preted correctly. Members who have questions about these and other advocacy efforts are urged to contact the Director of Government Affairs .
importance of continuing the effort to repeal a provision from the 2021 Inflation Reduction Act that would force municipalities to adopt, possibly unknowingly, more stringent energy codes in return for grants. The caveat of not being able to amend the codes to best match a local jurisdiction’s needs will not only limit energy choices for consumers, but also worsen the current housing affordability crisis. Dallas BA also informed our members of Congress about the need for 2.2 million new construction work - ers that will be needed to keep up with the nation’s housing demand over the next 3 years. With the DFW region already facing a shortage of 25,000 workers, we asked Congress to reauthorize the Workplace Innovation and Opportu- nity Act to help ease the shortage and fully fund the Job Corps program, which helps train skilled labor for the industry. During our time in Washington, D.C. members and staff rom Dallas BA met with U.S. Representatives Colin Allred, Michael Burgess, Jasmine Crockett, Jake Ellzey, Pat Fallon, Lance Gooden, Ronny Jackson, Beth Van Duyne, Marc Veasey and the staff of Representative Keith Self. Dallas BA’s congressional meet- ings were part of the National Asso- ciation of Home Builders Legislative Conference which saw hundreds from our industry advocate for home building. Survivors include his wife of 56 years, Barbara; two sons, Lawrence Bradley Camp III and Robert Yancey Camp; and two grandsons, Robert Yancey Camp II and Charles Hayne Camp; sisters Rita Beck and Mar- ian Camp; and numerous nieces and nephews. He was a partner in the Dallas Cowboys, Dr Pepper and 7-Up, chairman of Crestone Development, Ltd., a partner of Savvy Distilling Co., founder of Carrollton 1st National Bank and founder and director at Windsor Savings. He had also served in the Air Force Reserve. Mr. Camp was an elected Life Member of the Keepers of the Quaich in Edinburgh, Scotland; a national officer of the Chaine de Rotisseurs; a member of Testavin; and president of Our Lady of Perpetual Help School Advisory Council. He was a member of the Sons of the American Revolu- tion, a trustee of the Catholic Founda- tion, a member of the Sierra Club of
for Past President L. Bradley Camp, who passed away May 30 following a courageous battle with lung cancer. He was 86. Mr. Camp had personally been a member of the Dallas BA for 58 years, serving as the Association’s 37th president in 1980. He was a Senior Life Director with the National Association of Home Builders. “Brad was a true gentleman and homebuilder at heart,” said Kent Co - nine, past president of the Dallas BA and Texas Association of Builders and past chairman of NAHB. “He was an integral part of the growth of the housing industry and our Association in the Dallas area and took extreme pride in bringing area families into homeownership.” In 1965, Camp and S. Foster Yancey, Jr. formed Yancey-Camp Construction Co., which built homes, commercial property and developed

Executive Officer Phil Crone will step down from that position effec - tive July 7 after accepting a position as Vice President of Leading Builders of America. In his new role, he will be heavily involved with the code development process and with numerous legislative and regulatory challenges facing the housing industry across the nation. Phil started working for the Dallas BA’s government affairs team in 2006 while attending law school at SMU. In 2012, he became the Associa - tion’s seventh Executive Officer. Following is his open letter to the Associaiton membership. Thank you for the honor and privilege of working with you for the last 17 years. Our journey together has been truly fulfilling, and I am profoundly grateful for all that has been afforded to me during my tenure. I have gained lifelong friends and I have benefited tremendously from your collective wisdom and support. While it is with a heavy heart that I leave the Dallas BA, I am looking forward to the next phase of my career. I will continue to do my best to keep our industry in the business of ensuring that everyone has a roof over their head and an affordable place to call home. Working with our dedicated team here at the Dallas BA, I have witnessed firsthand the profound impact we have made in build - ing the nation's strongest housing market. I am immensely proud of our accomplishments, which include emerging strongly from the Great Recession, forming lasting partnerships with Opera- tion Finally Home and Collin College, and launching successful programs, events and initiatives, including those that kept us working safely during the COVID-19 crisis and rebuilding from the damage our office sustained during the winter storm in 2021. I'm forever thankful for you entrusting me with the roles and re - sponsibilities of Executive Officer at a young age and during chal - lenging times for the Association more than a decade ago. Thank you to past presidents Keller Webster, the late Joe Chamberlain, Jeff Dworkin, Frank Murphy, Donnie Evans, Michael Turner, Alan Hoffmann, Matt Robinson, Justin Webb, Matt Mitchell and Andrew Pieper, as well as our current President, John Porizek. Your passion and dedication made my time as Executive Officer an enjoyable experience and will continue to be a positive example for future Association leaders, including my successor. Ninth Operation Finally Home project now underway: member involvement needed A Town Hall Meeting was held

on June 1 to call for donations and discuss details for the Association’s next Operation Finally Home project to build a mortgage-free custom home for a deserving American hero. Approximately 50 individuals attended the meeting either in person or virtually. This is the ninth home the Dallas BA has been a part of and the third house being constructed in Irving. By council vote, the City of Irving has donated four lots to Operation Finally Home for first responders and U.S. military veterans. Garvey Homes volunteered to lead the construction of this home a few short months ago. During this time, they have submitted and received approval of a budget, managed the donations and had plans drawn to incorporate the needs of the recipient, who will not be disclosed until the surprise reveal is held. The home consists of four bed- rooms, three bathrooms, a two-car garage, and is 2,242 square feet. brance was held June 28 for longtime builder Scott Park of Park Place Homes. He passed away unexpectedly on June 21 at age 72. Scott was a past president of the Dallas BA’s Metro East Division, and served on the Association’s board of directors. He was a Texas Association of Builders director and an alternate director of the National Association of Home Builders. In addition, he also volunteered his time on the Civil Service Commis- sion at the City of Garland. Scott began his career in real es- tate immediately after graduation from Texas Tech in 1972, and for 40 of the last 44 years was a partner alongside his brother Todd at the Garland-based custom homebuilding company, which was founded by their father. Park Place Homes has been a Dallas BA member since 1975. Scott was a great fan of college football and especially his beloved Red Raiders. “At some point he would be yelling at the TV about a referee’s bad call or the coach for calling a bone headed play,” Todd recalls. “Many a Monday morning were spent critiquing that weekend’s games.” Later in life, he developed an interest in Formula I racing. Scott also had a passionate interest in history and aviation, particularly the World
Scott Park War II era. For years, he was an ac - tive member of the Confederate Air Force, primarily serving as a ground marshal, and occasionally an air boss directing planes during air shows all over the country. He also served as a docent at the Frontiers of Flight Museum at Love Field for many years. Survivors include his wife Kelly; three daughters, Kristan (Chris) Clink- scales of Abilene, Andrea Park of Wylie, and Erica (Donnie) Brunson of Wylie; six grandchildren, Austin, Colby, Brady, Reese, Parker and Blakely; and his brother Todd (Lynn) Park of Garland. In lieu of flowers, Scott would have appreciated a memorial to any lo - cal animal control or adoption shelter.
