was too small to accommodate the area of drainage, and the infrastructure was outda- ted,” explains Jonathan Bourgon, who is responsible for public works in Russell. “ The lines that we are installing are 1.2 metres; the sewer outlets under the earth are the- refore a little larger in circumference.” The residents who live in close proximity to the river will no longer have more bad surprises in the spring with the floods, which often have put some in precarious situations. The total cost of upgrade is $1,566,000. The Township of Russell received a grant of $437,000 from the provincial government. Since Concession Street belongs to the United Counties of Prescott-Russell, the municipality has acquired another subsidy of $496,000.

Other work More improvements are also being car- ried out, such as the repaving of Eadie Road, which should be freshly covered by at the end of the month of July. If the timetable is respected, work will begin in mid-July. Burton Road, at the end of Eadie Road, will also receive a makeover in early July. A culvert will be changed. “Since the road is a boundary road between Ottawa and Russell, the contribu- tion is divided between these two muni- cipalities. Each pays $200,000,” explained Bourgon. Finally, the construction of a water line on Ste-Thérèse Street, to supply the new sub- division on Ste-Marie Road , in Embrun, will provide a few headaches for motorists who

will have to change their habits and make a few detours. The township is taking advan- tage of this construction to create a second connection to the water tower in Embrun.

RUSSELL l Residents of Russell will have their patience put to the test this summer. Work that is in progress on Concession Street will continue until August 29. Im- provements have started at the bridge, at the corner of Church Street, and will con- tinue to the municipal library. The project is updating storm sewers that have not been replaced in more than 30 years. The work, which began in the first week of the month of June, will continue until the end of August, in time for the start of the school and the Russell Fair. “The well

Work in the village of Russell will be carried out throughout the summer. Motorists’patiencewill be put to the test. Russell Township staff are already wheeling and dealing to try and create a surplus fund out of this year’s municipal budget. Adminis- tration presented recommendations for consultant firm engineering de- sign contracts on three master plans needed for the township. The 2014 budget included $150,000 for the plan updates but the total contract costs fall well short of that amount. The township will contract with WSP Inc., the lowest bidder at $45,598.66, including HST, for the municipali- ty’s water and wastewater master plan. Stantec Consulting earned the contract for updating the transpor- tation master plan with its low bid of $47,997.65, including HST. Sierra Planning and Management will update the recreation master plan with its low bid of $45,736.03, inclu- ding HST. The three contracts work out to a total cost of $129,332.34 (GC) Township saves on master plan costs
