Purpose: The purpose of this grant program is to provide resources to school districts to respond to the COVID-19 pandemic. The Education portion of this funding, the Elementary and Secondary School Emergency Relief's (ESSER III or ARP ESSER) purpose is to help schools and districts safely reopen and sustain the safe operation of schools and must respond to the academic, social, emotional, and mental health needs of all students, and particularly those disproportionately impacted by the COVID-19 pandemic.

In Wellesley, the grant was used to hire School Adjustment Counselors, provide summer programming, and retention payments to our hourly employees. For FY’23 and FY’24, the district funded a part-time (0.4 FTE) pre- school and five full-time (5.00 FTE) Elementary School Adjustment Counselors. The positions and expenses will be funded through a combination of ESSER II and ESSER III funds. With the grant expiring in September 2024, the 5.40 FTE School Adjustment Counselors were moved to the General Fund. To address learning loss during COVID, the district dedicated ESSER funds for summer Math and Literacy support. Unlike other federal funds, ESSER II and III are not subject to the ‘Supplement not Supplant’ provision. Therefore, previously budgeted expenses can be moved to the grant and general funds be redistributed for a different purpose. The funds expired on September 30, 2024.
