Purpose: Title I, Part A of the federal Elementary and Secondary Education Act (ESEA) provides supplemental resources to local school districts to help provide all children significant opportunity to receive a fair, equitable, and high-quality education, and to close educational achievement gaps.

In Wellesley, the Title grant funds are used to advance one or more district strategies: ensuring high expectations teaching and learning; building community partnerships and engagement; and supporting and strengthening the workforce. Specifically, the Title I, Part A funds are used for: • A Literacy Teacher and part-time Reading Intervention Paraprofessional to work at Sprague, Fiske, and Schofield. • Stipends for staff to plan and attend family engagement events at the three Title 1 schools. • Stipends to manage the distribution and use of iPads, with literacy applications, for Title 1 students to use during out-of-school time. • Instructional materials for McKinney-Vento eligible students. • Literacy materials for use by eligible students at home. Receipt of the Title I: Part A grant funds are based largely on the percentage of Wellesley resident students with a family income up to 185% of the Federal Poverty Level (FPL). The Title I grant provides home-school partnerships to bridge literacy and the science of reading instruction to home learning and practice for eligible schools (Fiske, Schofield, and Sprague). Without the funds, such additional support would either not be readily available to students or would be an added cost to the General Fund budget.

37 Based on the Tydings Amendment, the Education Department General Administrative Regulations (EDGAR) allows grantees to carryover for one additional year any Federal education funds that were not obligated in the period for which they were appropriated. For grants that are forward-funded, grantees can have up to 27 months to obligate appropriated funds beginning as early as July 1 of the Federal fiscal year.
