Non-State Groups in Iraq: Mechanisms of Impact and Frameworks for Containment * Methaq Mnahi Al-Issa ميثاق مناحي العيسى - ملخص: تبحـث الدراسـةفي الأدوات والآليـات السياسـية والاقتصاديـة والأمنيـة التـي تمتلكهـا الجماعــات اللدولتيــة في العــراق للتأثيــر في نمــوذج الدولــة المدنيــة الحديثــة، وتسـتخدم عُـدّة المنهـج التحليلـي لمقاربـة هـذه الأدوات والآليـات، وتُقـدّم معالجـة شـاملة لتلـك الإشـكالية مـن خـال أطـر وآليـات الاحتـواء التـي تقترحهـا. وخلصـت الدراسـة إلـى أن الجماعـات اللدولتيـة في العـراق أصبحـت تمتلـك كل الأدوات التـي تُمكّنهـا مـن تقوي ـض نمـوذج الدول ـة الحديث ـة مـن خـال آلي ـات محـددة، ووصل ـت .2018 وانتخاب ـات مايو/أي ـار 2014 إل ـى مراحـل متقدمـة فيهـا، لاسـيما بعـد عـام الجماعــات اللدولتيــة، التنميــة، الجماعــات المســلحة، تهريــب كلمــات مفتاحيــة: العمل ـة، الاس ـتثمار، المناف ـذ الحدودي ـة، تهري ـب النف ـط. Abstract: The study examines the political, economic and security tools andmechanisms that non-state groups in Iraq possess to influence the modern civilian state model using an analytical approach. It also presents a comprehensive treatment of the problem through the frameworks and containment mechanisms that it proposes. It concludes that non-stage groups in Iraq have come to possess all the tools that allow it to undermine the modern state model through specific mechanisms and have reach advanced stages, especially after 2014 and the elections of May 2018.
