Graves recalled, “George Herbert Walker [Bush] and I became really good friends as a result of that first campaign when he was running for Congress and I was running for the state house. We stayed in touch, even throughout his presidency.” As a state congress- man, Graves supported raising the minimum wage, eliminating food tax, and incentivizing the adoption of minority and disabled children. After serving three terms in the Texas House, he ran for mayor of Houston and later for the US Senate in the Democratic primary. Losing these races, he fin- ished with elected office. He worked for the 1972 George McGovern pres- idential campaign and then moved his family to Washington, D.C. In Washington, Graves joined the National Aeronautics and Space Administration (NASA), where he worked for 30 years as Director of Educational Programs and then Director of Public Affairs.
