Best Practices Report: Reserve Funding

RESERVE FUNDING

As part of the physical and financial analysis, the reserve specialist worked closely with the board to:

• Explain the purpose and mechanics of reserve funding. • Clarify the differences between operating budgets and reserves. • Review component useful lives and local environmental impacts. • Establish a comprehensive inventory of common area assets.

This initial evaluation created a shared understanding among board members and set the stage for more informed decision-making.

RESERVE STRATEGY AND PRIORITIZATION During early discussions, ongoing roof failures caused by ice damming emerged as a significant concern. Although the roofs had been replaced relatively recently, the reserve study identified the need for a cold roof system better suited to the region’s climate.

Given the higher cost of this system, the initial reserve plan scheduled roof replacement for 2027. However, the board expressed concern about its ability to fund such a large project so soon.

In response, the reserve specialist worked with the board to adjust the strategy:

• Critical repairs were prioritized between 2024 and 2026. • Full roof replacement was deferred to 2036, allowing time to build adequate reserves. • Multiple funding scenarios were developed and evaluated. • A realistic, phased funding plan was selected.

Additional guidance included:

• Comparing materials and costs for components such as siding with climate-specific recom- mendations. • Shifting priorities away from aesthetic projects toward critical infrastructure needs. • Educating the board on the long-term risks of deferred maintenance. OWNER ENGAGEMENT AND COMMUNICATION After years of special assessments, residents were understandably cautious about a new reserve funding approach. To build trust and transparency, the reserve specialist participated in a town hall meeting to explain:

• How predictable reserve contributions reduce financial shocks. • Why long-term planning protects property values. • How the new funding plan differed from past reactive approaches.

This direct engagement helped align owners and the board around a sustainable, long-term strategy.
