The NEAR programme is of a national scale, intensity and deadline not before seen across the strategic road network. This created considerable challenges for the management and resolution of Bulk Purchase requirements, particularly for technology-related aspects, something that posed a significant risk to delivery of the whole NEAR programme. The team worked collaboratively and engaged with multiple stakeholders to understand and overcome legacy ways of working / processes that simply weren’t designed for national programmes with extremely short deadlines.
