The University of Sussex is a remarkable institution. The distinctive ethos on which it was established more than 60 years ago is still very much at the heart of the University. Sussex is a leading research-intensive university, highly ranked in the UK and world league tables, and recognised internationally for its research, teaching and outreach. The first of the new wave of UK universities founded in the 1960s, receiving its Royal Charter in 1961, the University now has over 18,125 students and more than 2,000 staff members. The University has a beautiful and diverse estate located in Falmer, to the east of Brighton. It is situated in the South Downs National Park and has amongst its buildings a core heritage estate designed by Sir Basil Spence. Over the past two decades, Sussex has doubled in size in terms of activity, with the University trying to accommodate this growth within its existing constrained campus. The University has therefore developed a £200m education and research investment programme – a programme of investment to modernise and improve the campus so that we can provide the best facilities for our students, academic and professional staff, and the local community.

Working closely with me and playing a crucial role as my Deputy within my senior team, this role will be responsible for leading the strategic planning, development and management of the University Estate investment programme (including partnership programmes), alongside space and property management. The core outcome will be an efficient campus, which enhances the student experience, provides excellent research facilities, and teaching environments conducive to learning. We are seeking an individual with a proven track record of leading large-scale capital development programmes in a comparable context. The role would suit a team player that is motivated to lead and manage a diverse team with a portfolio spanning masterplanning, capital programme delivery, space management and property management. KEY DUTIES & RESPONSIBILITIES

8. Providing leadership and support at all levels of the University, on all aspects of Estate management and building improvement programmes to support Faculties and Directorates in meeting the needs of students/ staff/service users. 9. Ensure decision making, communications and consultation within the department, adopt a holistic and diverse approach, to ensure all areas of University life are appropriately represented. 10. Ensure ongoing statutory and regulatory compliance of Estates through prioritised investment, planning and implementation. 11. Support the University Executive in decision making, by providing recommendations, advice and costed scenarios, where the outcomes will be influenced or influence the Campus and Estate functions. 12. Ensuring that the University’s sustainability strategies are a core consideration of all activities, to ensure the long term environmental and financial objectives of the institution are met. 13. To hold full delegated responsibility of the Estates function when deputising for the Director of Estates and Facilities Management as required, including holding responsibility for reporting to the Executive and leading the wider Estates and Facilities Management Division. 14. Hold operational responsibility for the estates roadmap, and therefore to assume a high degree of autonomy as the post holder is expected to make informed decisions based of robust data in support of major initiatives. 15. Preservation of architect Sir Basil Spence’s famous listed buildings and surrounding landscape, which make up the heart of the campus, while supporting there evolution to meet current and emerging, student and pedagogical needs.

1. Leadership of the development and implementation of estate strategy and

masterplanning, to allow the generation of a capital programme of works. The strategy and programme of works to be continually monitored and aligned to the strategic vision of the University and changing context of finances and the wider Higher Education sector, to ensure all investments best serve the needs of the Institution, from the short to long term. 2. Leading the estates planning process to ensure sustainable property and asset management (inclusive of space management) and ensuring the estate is fit for purpose, at a functional level. 3. Leadership and accountability of the capital and revenue programme delivery, consisting of: Long Term Maintenance (LTM), programme Schools and Directorate works, refurbishment and new build construction projects generally from £500k to £100m in value, along with working with third party developers on large scale (£300m) residential projects. 4. Successful delivery of the capital programme, ensuring projects are delivered within the framework of, value for money, quality, suitability, sustainability, spatial efficiency, statutory compliance in relation to buildings and procurement. Project delivery to be managed, to allow the institution to clearly identify and monitor project benefits against the framework. 5. Monitor, maintain and report overall investment programmes, risk profile, progress against programme, interdependence log and contract exposure, in close conjunction with other Professional Services divisions. 6. Drive a safety culture within the team and across university (with areas that deliver construction related works e.g IT services) and with all suppliers ensuring all health and safety audit requirements are implemented to ensure the delivery of a safe, healthy and secure environment for students, staff and visitors. 7. The role of Deputy Director of Estates & Facilities Management

Main Purpose of Job Reporting to the Director of Estates, Facilities and Commercial Services, the post holder will be responsible for leading the strategic planning, development and management of a multi million pound University Estate investment programme (including partnership programmes), alongside space and property management. The core outcome will be an efficient campus, which enhances the student experience, provides excellent research facilities, and teaching environments conducive to learning. The post holder will also act as the Deputy to the Director of Estates, Facilities and Commercial Services We are seeking an individual with a proven track record of leading large-scale capital development programmes in a comparable context. The role would suit an individual that is motivated to lead and manage a diverse team with a portfolio spanning masterplanning, capital programme delivery, infrastructure management, space management and property management. Experience of working across estate portfolios and capital developments with comparable characteristics (high-footfall, diverse, technically complex, multi-building estate portfolio) to the University of Sussex portfolio would be particularly advantageous.

A core element of the role, is the development and delivery of the Estates Roadmap (investment programme). The projects within this programme of works, must be designed to align to the institutional wider priorities and strategies. Projects within the roadmap touch on nearly every element of the institutions activities. A significant component of the delivery is linked to understanding the demands for differing sectors of the institution, and prioritising this or presenting the information in a data driven way to allow prioirtsation. All projects are delivered within the financial context of the institution. The post holder must work closely with Finance team, to ensure that there is clear understanding of financial profile of individual projects, but the wider programme and adapt where needed. The post holder must be aware of the trends in the wider University sector. This knowledge will be used to, allow assessment against the University’s core competitor group, help inform decisions on prioritisation of investment and advice on where changes or trends have had positive or negative impacts on Sussex or other institutions. The post holder will have an understanding of the wider construction industry, to allow horizon scanning, of any issues that may impact on the Sussex programme of works. Horizon scanning will include having an in depth understanding of the University’s future plans and strategies to enable the post holder to predict what facilities may be required and to recommend options to meet these needs. The post holder is anticipated to develop relationships with relevant consultant and contractor networks, to support ongoing works and help ensure quality service provision. All projects and programs of work will be delivered through the significant governance structure of the institution. The role holder must have regard to and implement the University’s sustainability strategy, in the context of the University’s efforts to mitigate climate change and loss of bio-diversity.

1. The role holder’s guidance and decision making will shape the long term condition, compliance, sustainability and size of the institutions campus, which will consequently impact, its running cost and use patterns for decades to come. In the short term, decision and guidance will directly result in budget and compliance (inc life safety elements) responsibilities for the buildings.

Internal and External relationships

The post holder will be required to develop a good working relationship with senior team members from all areas of the institution, to be in a trusted position to provide updates on ongoing maintenance issues, through to working with schools to deliver large scale capital projects.

The post holder at times will provide high level guidance/presentation to senior committees at the University.

The post holder will be required to develop multiple partnerships with external partners, from circa £300million Design, Build, Finance, Operate (DBFO) style developments, local planning authority representatives and consultants to ensure high quality service delivery.

The post holders will work closely with Directors of PS divisions or Head of Schools, to deliver major capital projects. It will be uncommon for these individuals to have been through a major capital project and the post holder will at times, need to informally support or coach these senior staff through the process, to ensure they are confident in their roles and in turn support their teams through the process and linked changes.

The Falmer Campus can be seen as a standalone estate, the responsibilities therefore cover all below ground infrastructure, roads and landscaping, through to the circa 85 academic buildings and around 4000 study bedrooms. 5. The Project team structure will fluctuate depending on levels of capital investment, but it is anticipated to have around 5 grade 8 and/ or 9 direct reports and supervise wider range of consultants. 6. The number of consultant and contractors managed will fluctuate depending on roadmap delivery profile.

There is a supermarket and post office, the Students’ Union shop, a pharmacy and a bank on campus. In term time, there is also a weekly outdoor market.

Sports facilities include sports halls, fitness rooms, a dance studio, squash courts and outdoor pitches. There is an extensive drop- in group exercise and courses programme including yoga, dance, Pilates, trapeze, circuit training and aerobics. Sussexsport holds an annual boundary walk and boundary run for staff and students around the Sussex campus. It also offers children’s birthday and sports parties from age two upwards and a full programme of sports camps and activities in the school holidays for children aged five–16 years.

The Attenborough Centre is a state-of-the-art performance and display space that reopened in 2016 after extensive refurbishment. The Attenborough Centre has a growing programme of performances and events and is a Brighton Festival venue.

The University campus is located at Falmer, on the outskirts of Brighton & Hove, and is just 55 miles (90 km) from London. Frequent trains from central London take as little as 50 minutes to Brighton & Hove, with a quick nine-minute connection to Falmer to reach campus. London Gatwick airport is only 30 minutes from Brighton, and London Heathrow is just over an hour’s drive away.

The city of Brighton & Hove has much to offer students, and also offers a quality of life for young families that is hard to match. As well as a fabulous variety of shops, restaurants and pubs, the city also has a range of good schools and a very relaxed and tolerant atmosphere. Brighton has a truly diverse cultural scene with a wealth of theatres, cinemas and galleries. From pre-West End premieres at the Theatre Royal to the variety of experimental fringe productions staged throughout the year, and with the famous Brighton Festival every May, there is plenty on offer. The historic market town of Lewes is also close to campus, and many members of staff choose to live there because of its wide choice of housing and excellent schools.
