Paci!c rim trade deal reactions in GPR

GREGG CHAMBERLAIN gregg.chamberlain@eap.on.ca

Canada is nowpart of a new free trade deal with Paci"c Rim countries. #e question now for Glengarry-Prescott-Russell voters is whether whoever occupies the MP seat after Oct. 19 will support it in Parliament. Incumbent Conservative MP Pierre Le- mieux declared soon after the announce- ment that the TransPaci"c Partnership (TPP) will be a boon to Canada’s agrarian sector. “%anks to our Conservative leadership, Canada is now a key member of the TPP,” Lemieux stated, “the largest free trade agree- ment in the world, which includes 12 nations and 800million new customers. Canada will de"nitely prosper as a result of this oppor- tunity, as will our economy.” Lemieux said that the government has

Farmers fromEasternOntario andWesternQuébec drove their tractors to Parliament Hill Sept. 29 to protest their concerns about the TransPaci!c Partnership. Later in the week, a candidates debate in St-Isidore saw 200 local dairy farmers and others from Prescott-Russell’s agriculture sector grill the three main federal election candidates on their position regarding the TPP.

protected the supply management system, noting that Canada’s agriculture sector still maintains “more than 90 per cent of the Canadian market share for their products” and that the TPP will open the Paci"c Rim export market to Canadian dairy, poultry and egg producers. He also cited a Conservative commitment to a $2.4 billion Income Gua- rantee Program to protect supply-managed farm income for a 15-year period along with a 10-year $1.5 billion Quota Guarantee Pro- gram, and other funding programs. Opposition candidates in Glengarry-Pres- cott-Russell are not as optimistic. Green Par- ty’s Geneviève Malouin-Diraddo declared that, if she becomes MP for the GPR, she will vote to block "nal approval in Canada of the TPP. “%roughout this campaign, there were many promises by the Conservative that they would defend supply management,” Malouin-Diraddo stated, “however, based on the preliminary details of the TPP, it appears they have not kept that promise.”

interest of all Canadians’?” Liberal candidate Francis Drouin also accused the government of having a secret agenda during the TPP negotiations and "nal signing of the agreement-in-principle. “%e Harper Conservatives have failed to be transparent through these negotia- tions,” stated Drouin, “causing uncertainty amongst certain industries. I support free trade but our rural economy can no longer a$ord to pit one sector against another. I’m happy that my Leader, Mr. Trudeau, commit- ted to an open and transparent discussion in Parliament where Canadians including farmers will be able to express their concerns regarding TPP.” Drouin also noted that the TPP will not take e$ect right away but still depends on legislative approval among all of the dozen nations. “%e reality is TPP will take years to ratify. For example, CETA has not yet been "nal- ized.%ere is an issue that I can start working on right away should I have the privilege to serve Glengarry-Prescott-Russell after October 19. les électeurs qui désirent voter par anticipa- tion pourront voter au Centre communau- taire de Bourget.

She stated that the government has “si- lently acknowledged that the TPP will hurt the dairy industry” with its income support proposals. “%ey are attempting to buy o$ produ- cers with short-term support,” she stated. “If elected, I would vote ‘No’ to the TPP when it comes before Parliament.” NDP candidate Normand Laurin targe- ted a clause in the TPP that he says leaves the federal government itself vulnerable to lawsuits from foreign companies moving in on the Canadian market. “I hope people will see now why the Conservatives are always working in secret,” Laurin stated. “%is trade deal has been ne- gotiated for years behind the scenes because it’s a deal that will deliver yet another blow to our dairy farmers here in Glengarry-Pres- cott-Russell. But the biggest blow is the ISDS clause (Investor-State Dispute Settlement) that gives foreign corporations the right to sue Canada for loss of future pro"ts resulting from legislation and policies that protect the environment and our public interest. Is that really what the Conservatives call ‘in the best
