This approach turned individual ethical challenges into organizational learn- ing opportunities, building the collective capability for ethical navigation. Multi-Stakeholder Governance: Complex challenges often affect diverse stakeholders with different perspectives and interests. Coherent organizations develop governance approaches that incorporate these di- verse perspectives in decision-making processes. A water utility implementing this principle created a watershed gover- nance council that included representatives from local communities, envi- ronmental organizations, agricultural users, and regulatory agencies. This multi-stakeholder approach enabled more comprehensive understanding of complex issues and more sustainable solutions than would have been possible through narrow organizational decision-making. These approaches represent a fundamental shift from ethics as compli- ance to ethics as a core capability for navigating complexity.
