Federal agencies employ over 100,000 full-time law enforcement officers. In addition to the above, the government operates several other pay systems for various categories of personnel including U.S. Postal Service, foreign service employees, and cabinet members. 7–3. GENERAL SCHEDULE PAY INCREASES. A pay adjustment for general schedule employees normally consists of two parts:
7–1. OVERVIEW. According to the Office of Personnel Management (OPM) the federal workforce is composed of around 2.1 million civilian workers in more that 100 departments and agencies. Approximately 79% of all Federal employees work outside of the Washington DC area. 7–2. PAY SYSTEMS. The federal government operates a number of separate pay systems for various types of employees. The majority of jobs fall into one of the following: a. General Schedule. Salary system that covers professional, technical, administrative, and clerical positions. Around 70% of the federal civilian workforce is paid under this system which is administered by the OPM.
