Main Duties and Responsibilities:
Work Processes and results • To lead the development of short and long-term life cycle and planned maintenance strategies, including Building, Mechanical and Electrical specifications and standards.. • To develop implementation plans, budgets and resource allocation models and working practices/ protocols and performance measures, with due regard to best practice and sector standards, for the delivery of the agreed maintenance strategies. • To lead the delivery of cost effective, efficient and safe building services, infrastructure and maintenance to agreed standards. • To ensure compliance with all Legislation, Regulations and Codes of Practice relating to buildings and services, including Health and Safety, fire safety and CDM Regulations. • To design, lead and manage an appropriate and efficient combination of directly employed and contracted resource to compliantly and effectively operate and maintain the entire campus. • To develop and maintain agreed 5 Year Maintenance Plans covering Statutory and Planned Maintenance, Lifecycle Maintenance, Backlog Maintenance, Reactive/Responsive Maintenance, Grounds and landscape maintenance • To lead the ongoing maintenance of on-site energy and distribution, including monitoring and cost allocation.
Team Work • Work collaboratively with colleagues and students across the University and with external organisations, where appropriate, to achieve the requirements of the role, in line with the University’s Strategic Plan. • To make a significant contribution to the development and implementation of the Directorate’s Operating Plan. • To proactively support the other teams within the Estate and Campus Services Directorate, namely Strategy and Capital Projects and Residential & Commercial Services. • Working with colleagues, lead the development of a coherent team and structure, encouraging cross functional and cross directorate working. Communication / Documentation • Communicate effectively across a wide range of audiences. • Prepare written/technical reports, papers and presentations for a range of audiences. • Liaise, establish and maintain positive links with external stakeholders and providers. • Contribute to Directorate Leadership Team Meetings and ensure effective two-way information sharing within the Directorate, concerning the work of each team and the wider University.
Leadership/Staffing • As a member of the Directorate Executive Team, to develop a ‘Best in Sector’ Estate and Campus Services Directorate: developing staff to fulfil their potential, increasing staff satisfaction and retention and nurturing a positive and enabling attitude towards the delivery of ambitious targets in an increasingly cost constrained environment. • To develop and instil an ethos of Customer Excellence, continual improvement and efficiency within the all Estates & Development activities. • Promote Succession and Talent Planning to ensure that staff at all levels are developed and supported in their roles. • To continually review resources and skills mix against the organisational needs and lead organisation change.
• To lead the University’s Energy Strategy and Plans, including the generation, procurement and distribution of energy services • To lead the commercial delivery of Facilities Management Services to campus tenants, the Science and Innovation Park and home owners.
• To take a leading role in the ongoing management and reduction of energy consumption and CO2 emissions.
• To take a lead role in Emergency Planning and response, deploying and managing appropriately skilled resource as required. • To provide input to major refurbishment and new build projects, ensuring full life cycle and statutory requirements are met. • To initiate and drive innovation in terms of maintenance solutions and delivery. • To develop, manage and monitor budgets and ensure best Value for Money and financial control. • To procure, alongside internal resource, necessary materials and resource to ensure the appropriate level of capacity and skills, to deliver required responsive and planned maintenance. • To lead the establishment and maintenance of a Security Strategy and Plan which supports the safe living and working community that features as part of Keele’s campus vision. • To lead the development and implementation of an effective and efficient Travel Plan, in line with the University’s commitments around Environmental Sustainability
