gram did not eliminate the undesirable conduct. The Council impaneled a Membership Intake Program Committee composed of Chairman Samuel C. Hamilton [North Eastern Province], Calvin Heard [East Central Province], and Terry Lee [South Western Province]. The charge to the Committee was to develop a new pro- gram that would eradicate the objection- able activities. It solicited input from the Grand Board, the Grand Chapter of- ficers, the General Counsel, the Council of Junior Province Vice Polemarchs, and their fellow Province Polemarchs. The Committee reviewed the history of identifying and selecting members. They asserted that the Founders and many who came after them did not did not participate in a pledge program. Rather, brothers selected new members because of their commitment to achieve, and clear evidence of their character, honor and patriotism. The Scroller Club offered an environment that facilitated a relationship among pledgees, and with the members. However, over time, other conduct began to dominate the activi- ties of these Clubs, and according to the Committee – “Kappa deviated from its usual method of membership selection, initiation, and orientation.” The Committee developed a program it felt represented a return to the principles of the Founders, and used procedures to assist members select ap- plicants with traits consistent with men of achievement. The Committee opined – “If we are to return to our position of greatness, we must go back to the basics used in the beginning.” At the 69 th Grand Chapter Meeting, our fraternity endorsed the concept of a no pledge program. On February 17, 1990, the leadership teams of the Pan Hellenic Council met in St. Louis, MO. These organizations agreed that pledging (as it was known) must end if the Pan Hel- lenic member organizations were to re- main an integral part of college life.
