LYTTON FIRST NATION - 28 HOME SUBDIVISION

LYTTON FIRST NATION 28-HOME SUBDIVISION

Welcome to the Community Open House for the Lytton First Nation 28-Home Subdivision Project. We have several display boards with information to learn more about the project, and our project team is on hand if you have any questions or comments. Thank you for taking the time to review the project information materials. We welcome your comments, questions, and feedback, which can also be provided online on the project website:

It is a significant priority for Lytton First Nation (LFN) to build more homes for community members that are still without housing. As part the recovery efforts following the Lytton Creek wildfire, 39 temporary modular homes were constructed on Inkluckcheen IR 21 and Nuuautin IR 2 in 2022, along with a new community centre and band office. Additional homes are still needed; therefore, LFN together with Aplin Martin, have been working on designing a 28-home subdivision that will be located at Nuuautin IR 2B.

SUBDIVISION SITE I NUUAUTIN 2B

SITE SELECTION AND FEASIBILITY ANALYSIS • Lytton First Nation selected Nuuautin IR 2B as the preferred location for this new subdivision based on a subdivision feasibility study, as well as consistency with LFN land use plans, and the comparative lack of archaeological concerns. • The Lytton Lands department, along with a consulting firm, did a land encumbrance check for the selected area, and there was no encumbrance related issues. • Indigenous Services Canada (ISC) funded the Subdivision Feasibility Study to look at two location options for housing: the Battlefield on Inkluckcheen IR 21, and a parcel on Nuuautin IR 2B. • The initial feasibility study identified the need to further examine soil and geohazard conditions on-site to confirm that the site was suitable for construction. Over the course of summer/fall 2023, geotechnical, hydrogeological, geohazard, and hydrology studies were undertaken including extensive fieldwork. An AEW Archaeologist was on site for the preliminary feasibility study. The most significant outcome of this work was the establishment of a geotechnical setback line beyond which no development could be supported. This reduced the developable footprint of the selected site. Nuuautin 2 Reserve has been known to have Lithic Scatter which are flakes on the ground surface and sub-surface. • There is also potential for a Burial Site, Rock Painting, Petroglyphs, pipes, spearheads, or other rare artifacts. • The construction site is adjacent to two registered archaeological sites. This does not preclude the existence of unregistered archaeological sites present. • Nuuautin 2 is an area well known for harvesting Indian Celery also known as Desert Parsley. • The Ponderosa Pine Tree is also known as a home for Wood Worms which is commonly used as bait for fishing methods. • There is also some potential for Cultural Depression such as Cache Pits. • A Field Heritage Technician is on site and monitoring ground disturbance. CULTURAL HERITAGE ANALYSIS • ENVIRONMENTAL ANALYSIS • The subdivision will be located within the Ponderosa Pine very dry hot (PPxh) biogeoclimatic subzone. • Mitigation measures will be done to protect the western rattlesnake during developments. • Active bird nest surveys were conducted prior to site clearing, and no active bird nests were found.

STEIN WATER SYSTEM PROJECT A significant portion of LFN reserve land receives domestic water and fire protection from the Stein water system. The water system draws water from the Stein River, treats this water, and delivers it across a vast area of LFN reserves on the west and east sides of the Fraser River. Prior to the wildfire, this water system was operating near capacity. With the addition of new development resulting from the wildfire recovery as well as the proposed new subdivision, the water system is under significant stress, particularly as it relates to the amount of water needed for fire protection.

To better service the community, including the Nuuautin IR 2B development, the Stein Water Distribution System will also be receiving an upgrade.

The upgrades will include:

New water reservoir and new pump system to service the subdivision

Upgrades to the current treatment system and pump stations

Water main connection to the proposed development and tie-in to the existing system

Next Event:

The Stein Water System Project will also have a separate Open House session on May 2, 2024 from 1:30-3:30 pm . A webpage for the project will be developed and shared with the community in late March.
