Hurricane Categories Explained Hurricanes are rated using the Saffir-Simpson Hurricane Wind Scale, which measures sustained wind speeds and estimates potential property damage. Category 1 (74–95 mph): Minor damage to roofs, gutters, trees, and power lines. Category 2 (96–110 mph): Moderate damage; power outages likely.
