About the Directorate of Estates & Facilities

King’s Directorate of Estates & Facilities is a key enabler of the university’s Strategic Vision 2029 and we have created a strategy which demonstrates our intent and sets out how the Estates & Facilities team will support the ambition of the university’s strategic vision. Our philosophy has been developed using the Guiding Principles outlined in Vision 2029; we have worked with the teams across the other support

functions, with our academic and research colleagues and our students so that we can ensure that the communities we serve are at the very heart of the directorate’s work. Role purpose The effective delivery of Hard Services and Fabric Maintenance across designated buildings located within the KCL Estate, to specifically include the following: • The provision of a customer orientated Hard FM service. • Maintaining Risk Management systems. • Development of service innovations across their Campus and the Estate. • The responsibility for all DEL involved in the delivery of the mechanical, electrical, BMS and building fabric services within the designated locations in terms of safety and quality. • To ensure that the service delivery team is trained and competent for the roles for which they are responsible (i.e. Fit for King’s as well as conformance with the College’s environmental and H&S requirement) and to manage an upskilling programme for all staff. • Management of specific statutory compliance requirements applicable to Hard Services maintenance in terms of both execution and record keeping. • Delivery of a value-for-money service to the College. • Leadership with regards to energy reduction, and the implementation of KCL’s Environmental policy. • Strategic support to the Chief Engineering Officer to deliver the College quality, innovation, energy/carbon and value for money agenda across the area of responsibility. • Day to day management and accountability of the budget including monthly accruals and where necessary attend budget meetings. Working with others to build the annual maintenance budget for the campus. • Support and work collaboratively to pro-actively in-source maintenance services alongside other Lead Engineers. • The management and direction of a multi-discipline team of trade staff providing reactive and planned electrical, mechanical and building maintenance services throughout King’s estate. • Providing a safe and complaint space for high-risk units such as (BSU/CL3s).

Role profile Central responsibilities

• Ensure maximum operational usage of all hard / fabric facilities for the benefit of the College. • Be accountable for the provision, operation, and reactive maintenance of, where applicable, all electrical and mechanical services, plant and equipment and building fabric and to ensure that every effort is made to optimise energy efficient operation.

• Ensure that all repairs are carried out within the defined SLA’s and value for money is obtained. • Ensure that all Estates Department procedures and installations meet all statutory obligations and requirements. • Ensure full compliance with all relevant H&S legislation and documents. • Ensure Health & Safety Compliance by the team. • Ensure that the team are fully trained and competent to carry out the roles which they have been employed and proactively cross skilling training to improve service delivery. • Uphold the integrity of the Estates & Facilities Department at all times. • Ensure compliance with Statutory Instruments (SI) and Approved Codes of Practice. • Direct Management of Team Leader(s), Maintenance and Compliance Administrators and Senior Management support to Maintenance teams. • Day to Day management of the budget as directed by finance / Senior Management. Management duties • Ensure that all maintenance operations are undertaken in a safe, efficient and timely manner. • Improve performance and the reporting of engineering/maintenance activity to management and the team. • Ensure all members of the team are trained appropriately and competent to carry out their duties at all times and are fully instructed in the operation of new installations and systems. • Upskill the team to ensure more works are completed in house. • Ensure value for money is obtained on all expenditure. • Promote sustainable management techniques through the development and implementation of campus wide environmental and sustainability policies and management systems. • Collaborate with the Asset Improvement team to deliver infrastructure projects and manage O&M information. • To create and manage lifecycle plan alongside other Maintenance managers / Senior Managers for others to deliver and act as project sponsor. • To develop and maintain a building-by-building Risk Register and include in routine reporting. • Collaborate with the Campus specific Maintenance Managers to ensure critical and non-critical engineering & infrastructure is maintained to an appropriate standard. • Provide a monthly report (format to be agreed) to the Chief Engineering Officer. • Support the Chief Engineering Officer to develop and implement a Business Continuity and Risk Mitigation plan. • Collaborate with the Campus Operations Teams to ensure a one team approach and attain high standards of customer service. • Undertake periodic Quality surveys. • Undertake regular ( as directed by the AD Campus Operations) campus walks. • Undertake finance duties and reporting to the Head of Asset Maintenance. • Undertake AP Duties for HV, Pressure. Water Management & Confined Spaces. Day to day activities • Manage staff performance to meet the highest standard of technical and customer service delivery. • To carry out regular (monthly) 121’s and follow the Performance Development Plan (PDR) process 4 times per annum. • To ensure the Team leaders also carry out regular 121’s / PDRs with all members. • To ensure all staff have a development plan linked to SMART objectives. • To carry out regular inspections of premises, report defects and arrange timely rectification. • Drive the use of the department’s CAFM system to improve the operational management of the areas under control and capture activity and operational management information. Share this information across the teams as necessary.

• To ensure the compliant use of the College CAFM system to ensure good communications and service delivery for all parties, client, staff and Service desk. • Carry out internal audits in support of the E&F Compliance team. • Support the Campus Operations Managers and attend meetings as necessary. • Attend meetings of the Asset Maintenance Management team. • Ensure that O&M’s are current and available to all management, DEL staff and contractors. • Assist in the appointment and training of electrical, mechanical, building trade staff and maintenance assistants. • Ensure good teamwork and high morale is maintained. • The effective control, direction and management of the Direct Labour to optimise efficiency, productivity and cost effectiveness. • Advise on maintenance requirements of new plant and to ensure proper familiarisation of staff on new plant and equipment. • Ensure effective communications with Heads of Departments and Managers regarding maintenance work and associated services; plan work to minimize disruption and inconvenience to building users. • Advise the Head of Depts & Managers and the Engineering & Maintenance team of the requirement to alter any maintenance procedures or specifications in the light of operating experience. • To be responsible for the updating of the COSHH assessment data for all designated working areas. • To be involved in promoting and maintaining good internal relations within the University and to liaise with Schools, Faculties and Departments regarding proposed operational maintenance work. • Deputise for the Chief Engineering Officer when required.
