Kingston University - Capital Projects Manager

The role will lead the project management team in delivery, ensuring that this agenda is fully integrated into the management of the university’s property and estates operations. The role holder is expected to work collectively with all Estates and Sustainability colleagues on matters of common interest concerning the estate and operational operations and the delivery of improvements to the physical University environment and infrastructure. Committee Membership Lead and attend key committees commensurate with the status of the role as a member of the Estates and Sustainability leadership team and attend other committees as required as a representative of the Directorate. General Management Responsibilities Line management duties of the role include but are not limited to the following key responsibilities: • Providing positive leadership, motivation, and direction to the Estates project management team, ensuing that they lead appropriately on policy and process. Facilitate their development and workload management. • Deputise occasionally for senior colleagues, including attending public meetings and events to represent Estates & Sustainability. These events are sometimes in the evenings. • Accountability for allocated budgets and resource planning in line with the University’s Financial Regulations. • Ensure that the University complies with its statutory and other regulatory requirements

regarding all construction project matters with particular emphasis on Accessibility, Operational Sustainability, Biodiversity, Asbestos, and Fire. • Work closely with the University’s Head of Health, Safety and Security Strategy, KUSCO staff, and others as necessary to ensure safe management and working systems are in place for contractors. • Work closely with other Estates and Sustainability and KUSCO Managers to ensure that Estates and KUSCO operations and projects are co-ordinated. Direct Reports • Estates Senior Project Managers (x4) • Estates Project Managers (x2) Typical Qualifications, Experience and Registrations Knowledge & Qualifications 1. Candidates should have compelling credentials in the design and management of construction projects. You will have professional membership of a relevant professional institution, related to the design and construction of buildings in a context relevant to Kingston University (eg RICS or RIBA). 2. A post-graduate qualification in design or project management. 3. A graduate level cost management qualification. Demonstrable Experience 1. Project managing capital schemes, building, engineering, and refurbishment projects from inception to completion.

2. Reporting on project progress, interrogating design, programme, and cost and highlighting and managing change and risk. 3. Establishing and implementing programme and portfolio management across a series of linked projects including appropriate financial, quality assurance and performance monitoring systems. 4. Management of project and programme budgets. 5. Responsiveness to the needs of building users. Ability to manage approaches which differentiate ‘need’ from ‘want’. Technical Skills & Competencies 1. Excellent skill how to apply the body of knowledge of design and project management in line with current best practice. 2. Confidence in the use of numerical and technical data with an emphasis on financial reporting and project progress reporting. 3. Sound working knowledge of health and safety regulations relating to construction, building and engineering regulations and construction law. 4. Computer literacy and knowledge of design and project management tools including Word, Excel, MS Project, AutoCAD. (Familiarity with BIM would be an advantage). 5. Ability to produce business cases for capital schemes and scheme evaluation reports for senior committees. 6. Excellent numerical, written and verbal communication skills. 7. Excellent inter-personal and team working skills.
