Responsible for providing a high level technical advisory service to clinical stakeholders, you will play a key part in the successful delivery the Trust’s capital programme.

Main Duties, Responsibilities and Key Result Areas

service delivery whilst any new development of new or refurbishment is underway so that patients and members of the public are protected throughout the development process and the Trust maintains its service positioning and improves market share. • Overseeing formulation and implementation of benefits realisation plans. • Planning and implementing quality management across the programme, together with assurance reviews at strategic stages in development • The post holder will have delegated responsibility for the delivery of a number of projects to cover all stages as set out in the Capital Investment Manual. • He/She will plan, organise and lead on a broad range of complex activities associated with the development of a capital project from feasibility through to post project evaluation and carefully plan the multi stranded elements of each project and inter-related projects. • The post holder will be responsible for and lead on meetings with the client

Project set-up The post holder will be expected to lead on the following: • Prepare a project initiation plan that sets out the management arrangements for the project using an appropriate IT system. • Set up and lead the project design team. • Work closely with project sponsor/chairman to lead the work on behalf of the Trust Board for setting the design brief and assist in the development of the business case. • To appoint and effectively manage the design consultants and contractors to ensure delivery of the project. • To ensure that clear and firm project plans and programmes are in place, ensuring the full integration of services, physical, and financial planning. • To advice on PFI, PPP and Procure 22 by researching best practice and latest guidance, and by establishing link with other Trusts and NHSI. • Co-ordinate and procure advice from external advisors as necessary on a project by project basis to ensure the procurement process complies with OJEU and EC regulations that reflects government guidance and represents value for money. • Ensure the Trust meets it obligations as clients with regard to the construction design management regulations on a project basis. • Utilise wide understanding to advise on contractual forms of construction contracts and procedures. • Liaise with operational colleagues within Estates, Facilities and IM&T on the impact of the development. Briefing • Manage the client briefing process to ensure that the detailed design brief, including complex design requirements to enable the Trust to deliver its objectives and meet the needs of patients, their families and Trust staff, using all resources, including space efficiently. • The design brief will meet all national guidance and statutory requirements and is able to demonstrate value for money. • Prepare and manage the client brief and co-ordination of the client briefing process within the Trust and any external stakeholders. • To develop effective working relationships with Trust departments who have an interest in the progress of the projects. • Close liaison with Estates and Facilities, Risk and Health & Safety Advisors, Fire Office, Infection Control, Security Managers and other

specialist officers and other senior members of the healthcare community. • Brief and manage external consultants design teams on the objectives of the projects and their expected role within it. • To ensure that good communications is maintained with clinicians, Executive Directors, NHSI and other interested parties as projects progress. • To ensure that the client user groups’ views are obtained and considered throughout the project development and maintain a positive relationship with other team members in order to deliver a professional service to clients and users. Business Case • Prepare the capital development sections of business cases and assist directors, clinicians and other staff in the preparation of the facilities and estates sections of new development business cases. • To support end users in the overall development of the business cases. • Develop a wide knowledge of Health Service procurement procedures, regulations and systems relating to capital investment. Design • Maintain a good working understanding of the construction design and procurement process and techniques. • Ensure that all procedures within the Capital Investment Manual are followed and that sign off is undertaken as required. • Carry out all relevant liaison and negotiations with local authorities, public bodies, and other organisations for and on behalf of the Trust. • Ensure that the contractor provides co-ordinated working and fabrication drawings during the construction process. • Co-ordinate the design team and contractor to ensure that the project has an effective engineering commissioning process and programme. • Interpret complex design information and communicate to users teams by verbal / report format.

Tender • Ensure that the Trust obtain competitive quotations and tender under public procurement rules. • Carrying out the tender of projects in line with the Trust Standing Financial Instructions and standing orders. Contract • Co-ordinate the preparation of contract documents for signature by the relevant senior responsible officer on behalf of the Trust. • Monitor the performance of the design consultants throughout the project. • Monitor on-site activities and the Main Contractor programme to ensure project progress. • Ensure that a fully detailed engineering commissioning programme is produced and monitor progress. • Ensure that the project has been fully checked for defects prior to the award of practical completion and handover to the Trust. Finance • Lead on and be responsible for the procurement of physical assets such as group 3&4 equipment. • Selects tender lists for Construction teams and specialist equipment. • Oversee and certify the contract administrator monthly valuations to allow payments to be made to the Principle Contractor. • Set up and maintain project files for all project correspondence. • Ensure compliance with NHS policy and procedures and all Trust Standing Financial Instructions. • To co-ordinate a defects monitoring system for the project following handover through the Defects Liability Period and ensure timely correction of defects within this period. • Co-ordinate the agreement of the final account. • Prepare on-going spread sheets on the financial forecast throughout the life of the project. • Be responsible for the delegated budget in respect of delivering capital projects on time and within budget, including monitoring and liaison with the finance department. • Identify areas of poor performance and implement/advise action to counteract these. • Where appropriate lead negotiations with internal and external groups and contractors.
