About The Audit Department The Audit Department provides objective assurance and consulting activity designed to add value and improve the city’s operations. The department evaluates risk exposures relating to the city’s governance, operations, and information systems in relation to: • Effectiveness and efficiency of operations • Reliability and integrity of financial and operational information • Safeguarding of assets • Compliance with laws, regulations, and contracts Independent Auditor’s Report The Office of Ohio Auditor of State Keith Faber released in 2023 the Independent Auditor’s Report of the City of Beachwood prepared by Charles E. Harris & Associates, Inc., for the audit period January 1, 2022, through December 31, 2022. The Audit report found no instances of noncompliance, no management letter issues, no verbal comments, no material findings, and issued an unqualified audit opinion. This is the best audit opinion a city can receive. The clean audit is indicative of the city’s superior record-keeping and demonstrates its commitment to efficient, effective, and transparent service.

Department Staffing Brian Roenigk was appointed to the role of Building Commissioner on October 2, 2023. Since November 2022, Brian served as a Building Inspector in Beachwood. Brian has worked in construction for more than 39 years and has 17 years of Building Department experience, including serving as the Assistant Building Commissioner for the City of Strongsville until 2022.
On December 18, 2023, Traci Gallagher-Bonvenuto (pictured) was promoted to the position of Assistant Building Commissioner. She has been serving the city as a Building and Plumbing Inspector since 2016. Traci is the first woman to hold this position for the City of Beachwood. This milestone underscores the city’s commitment to a progressive and inclusive approach in selecting the most qualified individuals for key roles.
Major Projects • Ahuja Medical Center, Drusinsky Sports Medicine Institute: UH Ahuja, located at 3999 Richmond Road, completed their additions in 2023. Estimated cost for UH Drusinsky Sports Medicine Institute totaled $147 million. • Porsche: The new Porsche dealership, located at 3750 Orange Place, is on target for an early April 2024 opening. The estimated cost is $13 million. • Joseph and Florence Mandel Jewish Day School: Completed Phase 3 of their addition and alterations at 26500 Shaker Boulevard. Estimated cost totaled $10.7 million. • Site Centers: Completing entire 3rd floor renovation at 3300 Enterprise Parkway, estimated cost $2.2 million. • Metro Health: Finishing up a $2.3 million project located at 3609 Park East Drive. • Master Builders Solutions: Finishing up their $2 million project located at 23463 Commerce Park Road.

New Facilities & Amenities Throughout the past year, the city’s commitment to enhancing the recreational experience for residents has materialized through the introduction of exciting new facilities and amenities. The Beachwood Community Gardens found a permanent home with ADA compliant access and 86 individual garden plots, fenced in with key fob access for members. Six new pickleball courts were received with much enthusiasm in the fall becoming an integral part of Beachwood’s vibrant recreational offerings and are actively used by a variety of age groups. Shade shelters and benches line the courts for relief from the heat. Furthermore, two sand volleyball courts were completed in late 2023. The Beachwood Family Aquatic Center also received an upgrade with new commercial-grade concession furniture as the previous pieces were approximately 20 years old. The aquatic center continues to be well kept to maximize the life and quality of this community gem, a source of pride for residents. New Events & Programs Community engagement continues to reach new heights with a diverse array of events and programs bringing residents together in new ways. The Disco Party at the Beachwood Family Aquatic Center was a resounding success and the first Barkin’ Brunch had tails wagging at the Beachwood Truck Park for community dog owners. Additionally, culture and inclusivity were on full display during the first annual Juneteenth Community Celebration in partnership with the Beachwood School’s African American Affinity Group. Finally, with the addition of dedicated pickleball courts, Community Services had a sold-out fall session of adult pickleball lessons and after school pickleball continues to have a strong following with younger age groups. As always, staff continues to innovate and residents will regularly find new programs offered in the seasonal recreation guide. In 2023 Program Participation Compared to 2022 results
Beachwood Seniors Beachwood Community Services hosted over 450 active, older adults for monthly Senior Day Out programs in 2023. Other popular activities held at the Community Center include drawing classes, fitness programs, weekly games and Mahjong lessons. Beachwood’s Mind Challenge team placed 4th in a regional trivia competition where they competed against over 40 other communities. The team made up of Les Snider, Rory Sanders, Fred Valins, Linda Waldman, Rick Fishman, Steve Brofman and Chad Cohen were a fact-finding bunch! The department continues to operate a free door-to-door wheelchair lift equipped senior van service available to residents 60 and over. The supplemental service assists with rides to medical appointments, banking, social activities and more. There were 2,698 senior transports completed in 2023. Improving Economic Well-Being The City of Beachwood’s Economic Development Department is delivering programs intended to improve the community’s economic well-being and quality of life. This past year, the department’s focus has been on the implementation of the City’s Economic Development Action Plan and has delivered a broad range of activities to attract, create and retain jobs and to foster a resilient, pro-growth tax base and an overall inclusive economy. The Department of Economic Development hosted roundtable discussions on the topics of Workforce Development and Commercialization, Innovation, Technology, Research and Development which has resulted in further alignment with companies that are adding new employees, while growing and expanding operations here in the city.

New Economic Development Programs • PACE/STEP: PACE provides long-term financing to commercial property owners to assist in lower energy costs, and improvements that will significantly upgrade commercial buildings. For commercial property owners who are looking to complete an energy efficiency or renewable energy project, STEP offers financing from $5,000 to $125,000. • Revolving Loan Program: This program supports the growth of a loan program fund to assist commercial property owners and business owners working in collaboration with participating financial institutions. • Linked Deposit Program: The Linked Deposit Program provides a revolving loan fund for Beachwood companies who may receive an interest rate reduction on a commercial loan. 2023 Highlights
• MasterBrand: The City of Beachwood is pleased to announce that MasterBrand, the number one leader in the North American residential cabinet business, has opened its national headquarters in office space in one of Beachwood’s prime commercial corridors. MasterBrand’s presence is anticipated to bring an increased total payroll of $7.25 million and an expected $2 million in new capital investments to 3300 Enterprise Parkway. • Skoda Gordon Dentistry: The City of Beachwood has supported demolition of an underutilized office building for Skoda Gordon Dentistry’s new medical office building. The building will be approximately 5,000 sq. ft. of Class A medical space located at 25115 Chagrin Boulevard. The city provided a Community Reinvestment Area Tax Abatement for this project.
• Eaton TIF Extension: The City of Beachwood extended the Tax Increment Financing (TIF) at Eaton Boulevard to support future infrastructure in this area. TIF funds can be used to finance existing infrastructure improvements and new infrastructure projects. • Customer Relationship Management System: The system will enable the Office of Economic Development to more efficiently provide continued communication and dialogue to companies within the city looking to grow and expand operations. The department hosted three interns this summer to assist with the project, along with other assignments. • Mayor’s Business Reception: The department hosted a Mayor’s Business Reception bringing together the Chamber of Commerce, Beachwood City Schools, key community stakeholders, business representatives, and property owners with enlightening discussions supporting economic development objectives within the city. • Grand Opening of the Ahuja Medical Center, Drusinsky Sports Medicine Institute: 2023 marked the grand opening of the 216,000 sq. ft. hospital tower addition and 78,000 sq. ft. sports medicine complex offering new opportunities for healthcare, as it expanded the medical center by more than 68 percent. The Ahuja phase two expansion has paved the way for new health and wellness initiatives, including labor and delivery services, sports medicine, men’s health, women’s health and breast health, and an expanded emergency department.

General Fund In 2023, the General Fund revenue increased by just under 9% and expenditures increased by 3.6%. The City of Beachwood transferred $11.4 million to the Capital Projects fund for major infrastructure projects. Purchasing A new purchasing webpage was created to help support local, minority and women- owned businesses by encouraging them to become a registered vendor with the city for future purchasing consideration. A Minority & Women-Owned Business Open House was held on November 15. Beachwood’s department directors attended and an invitation was extended to surrounding city government officials.

New Assistant Fire Chief
Matthew J. Domonkos (pictured) was promoted to the position of Assistant Fire Chief on August 28, 2023. He began his fire career in 1988 as a Cadet with the Russell Fire Department. Matthew was initially hired by Beachwood in 2003 after serving the City of Cleveland from 1999-2003 and was promoted to Lieutenant in 2011.
Equipment Upgrades & Replacements • Battery-Powered Hydraulic Tools: The Beachwood Fire Department replaced aging gasoline-powered hydraulic extrication equipment with new Holmatro battery-powered extrication equipment. The old tools were limited by the length of the hoses with longer setup times at emergency scenes. The new tools are independent and not tied back to a heavy hydraulic pump. These tools are immediately ready for operation, with no delay at emergency scenes. • Cardiac Monitors: Two monitors were replaced with next generation Lifepak 15 monitors. • Additional AEDs: The Fire Department oversees the city’s Automatic External Defibrillators (AEDs). The city purchased four additional AEDs and cabinets that will be located at the city’s tennis and pickleball courts, City Park East, City Park West and the new playground. This brings the city’s AED total to 24, including 12 units located in police vehicles, allowing for rapid deployment throughout the community. • New Ladder Truck: The department also finalized the build of a new 110’ ladder truck through Pierce Manufacturing. Final inspection was scheduled for late December 2023, prior to establishing a 2024 delivery date. • Park Rescue Vehicle: In 2023, the department replaced its 18-year-old 2-wheel drive Club Car park rescue vehicle with a new 4-wheel drive Kawaski mule park rescue vehicle. This vehicle will allow access to areas of the city that are difficult to reach with our normal emergency vehicles. Joint Drone Team During 2023, the Beachwood Fire Department ushered in a joint venture with the Beachwood Police Department to create a drone team with an expected launch date in 2024 for new team members. This team can be deployed to assist in emergency operations for both city emergency services. The joint drone venture illustrates the city’s dedication to top-notch safety services with the use of cutting-edge technology and the latest industry tools.

Human Resources Overview The core mission of Human Resources (HR) is to champion the city’s employees and leaders, ensuring they have the essential resources to embark on enduring and successful careers while fostering the well-being of every department within the city. Human Resources oversees the recruitment, selection and acquisition of incoming talent. From warmly welcoming incoming employees to conducting thorough new hire orientations and facilitating the completion of onboarding paperwork, HR is committed to ensuring a seamless integration into the workforce. Its unwavering focus extends to cultivating employee satisfaction and retention, with a dedicated approach to regulating performance management and actively participating in conflict resolution when needed. Human Resources serves as a crucial point of contact for various aspects of employee well-being and organizational compliance. Handling workers’ compensation claims, family and medical leaves, COBRA administration, and unemployment claims, HR ensures a streamlined and supportive process for over 200 employees. Additionally, HR is responsible for benefit administration; overseeing healthcare benefits, life insurance and the employee assistance program. With a workforce of up to 400 city employees (full-time and part-time), HR collaborates with the Finance and Audit Departments to ensure accurate and timely payroll processing, including the production of essential employee tax documents like W-2s.
Moreover, HR plays a pivotal role in policy and procedure management, actively establishing and modifying city policies, updating job descriptions, and overseeing regrading of positions and salary adjustments. In adherence to various regulatory bodies such as the Equal Employment Opportunity Commission, State Employment Relations Board, Affordable Care Act, IRS, Ohio Department of Job and Family Services (ODJFS), and the Bureau of Labor Statistics, HR diligently complies with all reporting requirements. Furthermore, HR offers consultation to employees, department directors and union representatives for the purpose of interpreting language within the city’s six labor contracts.
Biennial EEO4 Report Human Resources recently completed the biennial EEO4 report, a mandatory data collection for state and local government employers. The EEO4 captures demographic workforce data, including race/ethnicity, sex, job category, and salary ranges. HR is pleased to report that the City of Beachwood is employing more minorities than ever before. 2023 Retirees In 2023, Beachwood bid farewell to six retirees, each ranging from 10 to 30 years of service. Once new hires arrive, they typically make the city their home for the long haul. The City of Beachwood offers one of the most advantageous compensation and benefit packages in Northeast Ohio. In fact, Beachwood recently added signing bonuses to attract the best talent in the area. Our retention efforts are working!

Police & Fire Technology Upgrades In 2023, Information Technology (IT) spearheaded impactful enhancements to the city’s safety services, marking a significant stride forward. Notable upgrades include a refresh of Fire’s mobile data terminals responsible for location and incident details in every truck and ambulance, rapid IDs for Police to identify suspects and a preemption technology system that changes traffic signals to green when emergency vehicles approach. These advanced tools foster a safer environment for both personnel and residents alike. Geographic Information System Allison Ray was hired as the city’s GIS Analyst at the end of 2022 to manage the Geographic Information System (GIS). In 2023, the city began detailed mapping of infrastructure (sewer tees, manholes, etc), provided an information lookup system by address for residents, assisted with tree inventory, garbage route optimization and city sign inventory and maintenance.

Law Department Overview In 2023, the Law Department continued its provision of a variety of daily legal services to City Council, Mayor Berns, city departments, boards and commissions. Those legal services include but are not limited to: contract drafting, reviews and negotiations; drafting of legislation; supplying legal opinions on a variety of legal issues; public records legal reviews; code enforcement; criminal prosecutions; employment law advice; labor law and collective bargaining negotiations; court litigation; etc. Stewart Hastings led the department as Law Director through October 2023. Upon his departure, Todd Hunt was appointed by Council as Interim Law Director. Public Records The Law Department received 969 public records requests in 2023. The average response time to those requests was 1.48 days, an improvement over the 2022 response time of 1.74 days. Commercial Garage Inspections A process was created, in cooperation with Building and Fire, to identify and track garages requiring inspections every two and five years.

Technology, Equipment & Vehicles • Drone Program: A drone program was initiated for both Police and Fire. Recently, the city purchased a DJI Matrice 30 Series drone, plus other tools and components. A team of active certified pilots is being identified and will be trained. In 2023, two officers became trained and certified. In 2024, at least two more officers will be trained as pilots. Training will be hosted at the Beachwood Police Department. • Jail Upgrades: A Livescan finger print machine was purchased to replace an aging unit in the jail in order to continue to process and book prisoners in and out of jail efficiently. The jail lock server system also received an update. • Vehicles: The fleet was updated to include eight Ford Explorers which were put into service in 2023. A new armored vehicle was ordered with the EDGE SWAT communities. Expected delivery is scheduled for Spring 2024. Vehicles are all equipped with preemption technology. • Patrol Rifles: Deployed all rifles in the patrol units with Daniel Defense DDM4V7 S 11.5 BBL models which included tactical slings and Holosun red dot optics which were never deployed in the past. • Active Shooter Training: Active Shooter training was completed in January 2023. This is the first time this training was completed since prior to COVID-19. This training was scheduled again for January 2024 and expanded to include EDGE SWAT communities. An additional active shooter training was held in August 2023 at Beachwood High School and Middle School. • Supervisor Training and Education Program: All patrol supervisors are being sent to the Supervisor Training and Education Program (S.T.E.P.). Six of the eight Sergeants have attended, with the final two attending in 2024. Department Personnel • Dispatch: The dispatch schedule and contract were restructured. This gave additional opportunity for leadership and advancement within the dispatch center. There are currently three additional Lead Dispatch Supervisor positions available. Assessments were held in December through Clancy and Associates. The department hopes to have the promotional process completed and new schedule underway by February 2024. At the end of 2023, interviews were also underway for one dispatcher. • SPEAR: Assigned two officers to SPEAR unit, including a Sergeant to oversee SPEAR as well as Co-Hatch at Beachwood Place. • Signing Bonus: A $2,500 signing bonus for personnel recruitment was approved for new hires, laterals and dispatchers. The bonus is paid immediately, but a one-year commitment is required; otherwise, the bonus must be repaid to the city. • Lateral Hires: Civic Service interviews were scheduled in December 2023 for lateral hires. The department is looking to fill two vacancies in early 2024. • Employee Wellness: In 2023, a wellness grant consisting of Power DMS and T-3 performance was available to all sworn officers. 2023 Projects The Recreational Improvement Project, which included six pickleball courts, two sand volleyball courts, one grass volleyball court and community gardens with 86 plots, was completed. The Bryden Road Storm Sewer Culvert Project was finished which will improve both street and residential flooding. This storm sewer culvert project was fully funded utilizing community cost-share funds through Cuyahoga County. Streets & Sidewalks The following streets were resurfaced:

Senior Rubbish Assistance Program The city is proud to continue the Senior Rubbish Assistance program, designed to aid seniors over the age of 80 by managing their rubbish carts from their homes to the curb and back again. This invaluable service not only supports senior residents, but also aligns with the city’s commitment to promoting “aging in place,” enabling seniors to main-tain their independence and remain within the comfort of their own homes.

As lawmakers, City Council collaborates with Mayor Justin Berns and the administration to chart the course for our community’s progress. Council’s role is to deliberate, legislate, and represent the diverse needs of our residents, and play a pivotal role in the budget process. Our regular meetings are on the first and third Monday of each month. Our agenda packet is typically posted on our website the Wednesday before meetings, which are open to the public and livestreamed on the City’s website. We are proud to share a selection of this year’s achievements and initiatives that demonstrate Council’s role in steering Beachwood towards a stable and prosperous future: • Amenities: Council approved the construction of a new playground, new pickleball courts, and a permanent home for the city’s expanded and enhanced community gardens. • Infrastructure: Council discussed and approved various infrastructure projects and development plans that will contribute to the growth and modernization of the city, including flood control projects, the installation of electric vehicle charging stations, and the enactment of a lighting control ordinance. Council also started work on an innovative street lighting plan. • Planning and Zoning: City Council adopted changes to the zoning code to bring it up-to-date with State and Federal Regulations. These changes pave the way to allow smaller institutional uses, with proper safety protocols, while protecting single-family residential neighborhoods.
• Safety and Community: To continue to attract highly qualified candidates to the Police Department, Council authorized a sign-on bonus for new hires and lateral transfer applicants. Residents also received a survey regarding the city’s deer population, the results of which led Council to authorize the continuation of the deer management efforts. • Supporting Schools: The Mayor’s office collaborated with City Council on a decision to temporarily reduce the city’s property tax to offset the increase from the recently passed school levy. This keeps the city’s property taxes flat, while ensuring that Beachwood schools have high quality, safe, modern buildings. • Social Action: Council adopted a resolution condemning gun violence and urging the Ohio General Assembly to strengthen gun laws. Council also demonstrated support for the State of Israel after the October 7 terrorist attack and scheduled a special meeting to approve a variance allowing the Jewish Federation of Cleveland to display signage supporting Israel on its property. This snapshot of Council’s activities in 2023 underscores its commitment to civic duty, collaboration, and community engagement. Council members were - and continue to be - the voice of residents, actively gathering input from constituents and advocating for their needs.

LOOKING AHEAD 2024 Since 2022, Mayor Justin Berns has consistently led initiatives aimed at elevating the city’s overall standing through strategic investments. As outlined, the Mayor, City Council, the department directors and their teams have successfully introduced a range of programs, services, and amenities over the last year. As we reflect on these accomplishments, this section provides insights into our plans for 2024 and what you can expect as we continue to build on our successes. The City of Beachwood remains dedicated to the ongoing review of processes, methodologies, and oversight to promote operational efficiency ensuring prudent stewardship of resources. The city recently received word that we have retained our Aaa bond rating. This rating is recognition of the city’s financial strength, stability, and its ability to meet its financial commitments. It is a significant achievement that has positive implications for the city’s financial health, economic development, and overall standing in the financial markets. Our objective is to operate with maximum efficiency while providing “best in class” services to our residents and businesses. Transparent Governance - Fostering Open Communication and Community Engagement Our communication efforts are expanding. An upcoming video production showcasing the city and its unique amenities is in progress, and we are set to publish the Discover Beachwood Magazine, which focuses on our thriving business community. Resident engagement initiatives will grow, with informative sessions planned for the Heritage Home Loan Program, residential lighting pilot program, and a survey to access feedback from our residents on deer management. Ongoing efforts include a strategic review of communication strategies to enhance community engagement opportunities.

Prioritizing Safety - Strengthening Community Resilience
A new 110’ ladder truck was introduced to the Fire Department fleet. The Police and Fire Departments are creating a joint drone team which will assist in emergency operations. A state-of-the-art armored vehicle purchased by the EDGE communities will debut this spring, and ongoing initiatives include active shooter training and the completion of supervisor training and education programs. In a proactive move to bolster pedestrian safety, the city is set to install rapid flashing beacons at two key pedestrian crosswalks along Fairmount Boulevard. These cutting-edge devices deliver real-time warnings to drivers as pedestrians enter or are about to enter a crosswalk, significantly heightening driver awareness. This initiative aims to increase yield rates and, ultimately, establish safer conditions for pedestrian passage.

In a strategic move to enhance public safety, the city has acquired and will deploy a state-of-the-art video surveillance trailer unit. These sophisticated devices serve as a cost-effective force multiplier, providing our agency with additional surveillance capabilities in areas with greater challenges. Beyond their surveillance function, these cameras play a pivotal role in gathering crucial evidence and contributing to effective law enforcement efforts. Furthermore, they serve as a visual deterrent, sending a clear message to potential offenders that our community is actively monitored. These investments underscore our unwavering commitment to maintaining a secure and vigilant environment for all residents. Economic Development Strategies and Opportunities The Economic Development Department held its first Community Improvement Corporation meeting to establish a Loan Review Committee and support the city’s new Revolving Loan Fund. We are seeking opportunities to play a larger role in future revitalization efforts and land development opportunities. Legislative opportunities for reinvestment within Commerce Park and along Chagrin Boulevard are under consideration, and we are engaging in regular meetings with Brookfield Properties, owners of Beachwood Place, to support all considerations for new investment opportunities.

Building for Tomorrow – Programs, Amenities, and Infrastructure Improvements for a Vibrant Future Exciting additions include a new Luau party at the Beachwood Family Aquatic Center and the continuation of the Barkin’ Brunch at the Beachwood Truck Park, set to become a regular, monthly meetup. Recreational programs will continue to offer residents new opportunities for all ages, including an expansion of our pickleball lessons and the addition of an aqua aerobics class in the summer. Infrastructure investments include the expected completion of Phase 1 of the Green Road Sanitary Relief Sewer Project, a new community playground (summer 2024), plans for an outdoor basketball court, plus a new pavilion and restroom facility at City Park East, adjacent to Barkwood.

Transformative Signage and Wayfinding Initiatives The city is working with Guide Studios, experts in signage and wayfinding, to develop a comprehensive signage package to create a sense of place and strong community identity. This transformation will span several years and will include city entrances, business districts and municipal facilities. The first step is a new digital sign located at the corner of Richmond Road and Fairmount Boulevard.

Comprehensive Facility Maintenance for a Sustainable Future Guided by a commitment to excellence, we understand that being both prudent and consistent in the regular maintenance and upkeep of our facilities is paramount to ensuring the longevity and vitality of our community. To that end, we plan to repave our municipal parking lots for City Hall, the Community Center, Police, and the Beachwood Family Aquatic Center, and facility maintenance efforts will focus on parking lot lights, windows, and roofs. The city plans to upgrade and enhance the audio-visual components of our Council Chambers. This modernization effort aligns with our commitment to efficiency and innovation, promising an enriched environment for informed decision-making at the core of our municipal operations.

Building Strategic Partnerships Collaboration with the school district remains a priority, with ongoing security services and support for school initiatives. The city’s partnership with the Chamber of Commerce strengthens economic ties. This year, the Office of Economic Development will kickoff a new One-Stop Business Resource Center in collaboration with the Beachwood Chamber of Commerce. It will be co-located with the re-opening of the Chamber of Commerce offices in Commerce Park. Discussions regarding a business show and Community Guide and Directory are underway.

We are committed to sustaining and furthering this partnership, working diligently together to ensure the protection of all our citizens and establishments. The level of security support from the Police Department, provided a great measure of comfort to the Jewish community during a very challenging time. We are very fortunate to have such a professional law enforcement organization, led by Chief McLaughlin, serving our community and we thank you for a job well-done.
