Police & Fire Technology Upgrades In 2023, Information Technology (IT) spearheaded impactful enhancements to the city’s safety services, marking a significant stride forward. Notable upgrades include a refresh of Fire’s mobile data terminals responsible for location and incident details in every truck and ambulance, rapid IDs for Police to identify suspects and a preemption technology system that changes traffic signals to green when emergency vehicles approach. These advanced tools foster a safer environment for both personnel and residents alike. Geographic Information System Allison Ray was hired as the city’s GIS Analyst at the end of 2022 to manage the Geographic Information System (GIS). In 2023, the city began detailed mapping of infrastructure (sewer tees, manholes, etc), provided an information lookup system by address for residents, assisted with tree inventory, garbage route optimization and city sign inventory and maintenance.

Law Department Overview In 2023, the Law Department continued its provision of a variety of daily legal services to City Council, Mayor Berns, city departments, boards and commissions. Those legal services include but are not limited to: contract drafting, reviews and negotiations; drafting of legislation; supplying legal opinions on a variety of legal issues; public records legal reviews; code enforcement; criminal prosecutions; employment law advice; labor law and collective bargaining negotiations; court litigation; etc. Stewart Hastings led the department as Law Director through October 2023. Upon his departure, Todd Hunt was appointed by Council as Interim Law Director. Public Records The Law Department received 969 public records requests in 2023. The average response time to those requests was 1.48 days, an improvement over the 2022 response time of 1.74 days. Commercial Garage Inspections A process was created, in cooperation with Building and Fire, to identify and track garages requiring inspections every two and five years.
