MESSAGE FROM THE CHAIR With 2022 now in the rear-view mirror, we can step back and reflect on what kind of impact your Chamber had over the past year. We celebrated many successful events, programs and initiatives, and two critical elections destined to continue the transformation Oklahoma City has experienced over the last couple of decades. But we can’t rest on our laurels. Our work must continue unabated if we are to truly reach the pinnacle of success for our city. The Chamber has been the voice of OKC-area business and industry throughout its 133-year history. I am confident that we shall see even greater things ahead for Oklahoma City, now our nation’s 20th largest city. The significant population growth we have seen over the last 10 years is a testament to the vision our public and private leaders, both past and present, have had to transform OKC into one of the best places in America in which to live, work and play. I can’t wait to see where we go from here!

The bioscience industry is instrumental to the Oklahoma City economy, accounting for more than $6 billion in annual revenue and 50,000 jobs. That’s why we created the Oklahoma Biotech Innovation Cluster (OBIC), a coalition to grow the sector, elevate new businesses and become a leading state in the biotechnology industry. In September 2022, the U.S. Economic Development Administration awarded OBIC $35 million through the Build Back Better Regional Challenge. The OBIC coalition is supported by more than 40 partners across academia, tribal nations, government and more. The partners support initiatives to foster inclusive access to high-wage jobs, increase research and development programs and expand critical scientific infrastructure.

A NEW FOCUS ON THE FILM INDUSTRY The City of Oklahoma City and Greater Oklahoma City Chamber have established the Oklahoma City Office of Film and Creative Industries. The office, housed and operated by the Chamber, is led by Jill Simpson, former director of the Oklahoma Film and Music Office. The office has several functions, including: • Marketing Oklahoma City as a location for film and television production • Supporting the implementation of the Oklahoma City Film Incentive Program • Providing location scouting assistance and databases of local talent and crews • Serving as a one-stop concierge and ombudsman with the film industry • Serving as a hub and clearing house for film industry workforce training programs

DRIVING ENTREPRENEURSHIP Entrepreneurship is a catalyst to economic growth and prosperity. To foster that growth, we partnered with other local organizations to create three programs designed to accelerate the growth of startup companies. Each serves a different niche of the startup ecosystem.
INTERNOKC JUMPSTARTS THE CAREERS OF YOUNG PROFESSIONALS Most human resource experts will tell you that internships are great ways for college students or graduates to gain valuable experience in a job that can eventually help jumpstart their professional careers. One way the Greater Oklahoma City Chamber has helped Oklahoma City business and industry develop their interns is through its annual InternOKC program. Created in 2006 to recruit and retain young talent in Oklahoma City, InternOKC provides soft skills enhancement and professional development opportunities to the region’s young professionals, qualities most employers deem indispensable. Nearly 300 interns from 35 companies took part in the 2022 InternOKC program. The interns attended three sessions related to the core competencies of forming relationships, building a mindset of positivity and problem solving, and adopting habits that foster career growth and development.
gBETA OKLAHOMA CITY Once selected, participating companies receive seven weeks of intensive and individualized coaching. They also get access to a national network of mentors, customers, corporate partners and investors.
IDEA ACCELERATOR Gives entrepreneurs access to training, resources and up to $5,000 to help them turn ideas into potential businesses or ventures.
KIVA OKLAHOMA CITY Kiva provides up to $15,000 in microloans at 0% interest. To receive the microloans, the small business owners are required to raise half of the funds through crowdfunding.
ONWARD OKC HELPS MEET GROWING DEMAND FOR SKILLED WORKERS
combine resources and effectively deliver the type of education businesses want, regardless of their location in the metro. One example of the partnership’s recent success is the number of fast-track classes offered at Mid-Del which skyrocketed – from 110 a year to almost 1,900 through the Onward OKC compact. The partnership is also a big selling point for companies considering expansion or relocation to Oklahoma City.
A company’s success relies heavily on the availability of a skilled workforce. To ensure those needs are met, we encouraged the creation of Onward OKC, a partnership between five of Greater Oklahoma City’s largest and most diverse career technology centers. Canadian Valley, Francis Tuttle, Metro Tech, Mid- Del and Moore Norman now work together to provide seamless workforce development solutions. By focusing on collaboration instead of competition the technology centers can streamline processes for businesses with training needs. They’re also able to

The Chamber led the way in urging voters to approve $955 million bonds to improve Oklahoma City Public Schools. The district plans to build two new high schools, expand Taft Middle School and consolidate four southside schools into new buildings. The mission of the campaign, “Invest in our Future,” was to help voters understand how the bond would positively impact the community for years to come. We created a website to educate voters before they headed to the polls on Nov. 8. Through those efforts and the efforts of other public and private partners, voters overwhelmingly approved the biggest school bond in the school district’s history.
OKLAHOMA COUNTY VOTERS APPROVE FUNDING FOR NEW JAIL
OKLAHOMA COUNTY, COUNTY JAIL BOND MEASURE
Nearly 60% of Oklahoma County voters passed the $260 million bond issue in June 2022 that will be used to construct a new county jail. The Chamber spearheaded the “Fix the Jail” campaign, which provided essential information and data to the voting public regarding the current jail’s dilapidating condition and encouraged county voters to approve the bond issue for a newer, safer and more efficient structure. The county jail was first built in 1991 and has since been besieged with various issues and problems, including overcrowding. The new jail will also house mental health and substance abuse facilities, and diversion programs to get people the help they need quicker. Voter approval for a bond issue to build a new jail is a major milestone for reforming Oklahoma County’s criminal justice system. For the Chamber, it ranks right behind the creation of the Oklahoma County Criminal Justice Advisory Council (CJAC). CJAC works to ensure accountability and transparency in the county justice system.

IMPACT OF DIVERSIFYING COMPANY SUPPLIER BASE
The Chamber and the Urban League of Oklahoma City brought together the leaders and managers of diversity programs from across the Oklahoma City region for the Inclusion at Work series. During five separate sessions speakers discussed strategies and programs that support diverse and vibrant workplaces. The series was developed to share resources and best practices for implementing diversity, equity and inclusion initiatives, and to create dialogue about how businesses can work together on these issues. Recruiting and retaining diverse talent; training and leadership development; and employee resource groups were just some of the topics covered throughout the series.
In July 2022, the Chamber hosted a Corporate Community Strategy luncheon and presentation, “The Impact of Supplier Diversity: The Business Case for OKC Companies.” Karen Box, president of the Southwest Minority Supplier Development Council, delivered the keynote. It was followed by a panel discussion with local business leaders including Phil Busey Sr. of Delaware Resource Group and John Lopez of Lopez-Dorada Foods.

One of the biggest challenges facing Oklahoma City businesses is a shortage of talent. One solution may be as simple as tapping into an underused labor market: people formerly involved in the justice system. Roughly one in three adult Americans is in that category. That’s 70 million people. Many of them are unemployed or making significantly less than workers without a criminal record. The Greater Oklahoma City Chamber is working with the Oklahoma County Criminal Justice Advisory Council (CJAC) to give those workers a fair chance at a great job and a promising future. In 2022 we released the Fair Chance Hiring Toolkit for Businesses. It’s designed to educate employers on fair chance hiring practices and help remove the stigma associated with having a criminal record. Why hire someone with a criminal background? An ACLU study suggests that compared to the general workforce, justice-involved individuals have lower turnover rates, lower absenteeism, higher retention rates and higher loyalty.

OKLAHOMA RIVER ACTIVITIES The Boathouse District continues to be recognized as a world-class destination by local and international visitors alike. Elite athletes come to row or paddle on the Oklahoma River’s 4000m race and training course. Outdoor enthusiasts can choose from kayaking, whitewater rafting, tubing and more.
FIRST AMERICANS MUSEUM Visitors from all over the world quickly fell in love with the First Americans Museum. The 175,000 square foot museum allows guests to experience the collective histories of 39 distinctive First American Nations.

THE VOICE OF OKLAHOMA CITY’S BUSINESS COMMUNITY The Greater Oklahoma City Chamber takes an active role advocating for Chamber members at the local, state and federal levels. During the legislative session, the Chamber’s government relations team spent an extraordinary amount of time at the state Capitol advocating issues that matter most to business.
The Chamber’s annual Legislative Kickoff event gives Chamber members an opportunity to hear from state lawmakers. They can also voice their concerns about the upcoming session. In January 2022, close to 400 Chamber members attended the event and heard from Senate President Pro Tempore Greg Treat and House Democratic Minority Caucus Chair Cyndi Munson. The Chamber also hosted a visit to Washington DC to allow members to directly connect with Oklahoma’s federal delegation. This annual trip to Washington resumed in 2022 after a two-year absence due to the pandemic. Almost 50 Chamber members, including Chamber staff, made the trip. The event included full briefings with members of Congress and a Capitol Hill reception with Air Force leadership.
The Chamber keeps members informed of public policy developments through its annual Public Policy Guide, The Business Advocate newsletter and the Legislative Scorecard.
LEGISLATIVE SUCCESS One of the Chamber’s top priorities in 2022 was to protect critical economic development incentive programs from being repealed or scaled back, including the five-year ad valorem exemption and the Quality Jobs Act. Thanks to the efforts of the Chamber and its members, those two incentives were left intact. Other wins include: • Passage of House Bill 4464 which appropriated $250 million for developing industrial parks in rural Oklahoma to attract large-scale investments • Passage of House Bill 1455 which provided a new $700 million state incentive to help lure a battery manufacturer to Pryor • Defeating a bill that could have ended the Heartland Flyer’s daily service to Dallas-Ft. Worth
• $35 million in American Rescue Plan Act (ARPA) funds to relocate a 60-inch waterline outside of Tinker property • $8 million in ARPA funds to relocate utilities – water, sewer, electricity and natural gas – in southeast Oklahoma City. The move was necessary to build critical infrastructure for OKC 577, a premier industrial park.

The goal of every event hosted by the Greater Oklahoma City Chamber is to give members impactful information, essential networking opportunities and meaningful dialogue. We hold several annual events featuring industry-best keynote speakers and subject matter experts. • State of the Schools – Oklahoma City Public Schools Superintendent Dr. Sean McDaniel, Higher Education Chancellor Allison Garrett and others discussed the state’s current educational system and potential opportunities. • State of Health – Keynote speaker Stephanie Wierwille, SVP at national marketing firm Revive, discussed the changing landscape of health care and how businesses can best prepare for the future. The event also featured a panel discussion among the CEOs of Oklahoma City’s largest health systems. • State of the Economy – Expert economist Anirban Basu provided attendees with his thoughts and predictions on the national economy, while a panel of regional economists discussed local issues. • State of the Aerospace Industry – This event brought together Chamber members and local aerospace leaders as they discussed the current work taking place at the Air Force Sustainment Center at Tinker AFB by prime contractor Pratt & Whitney. • State of the City – Oklahoma City Mayor David Holt

The successful monthly Chamber Forum series, which brings thought leaders together to discuss major initiatives, programs and current issues that impact Oklahoma City’s business climate, economy and community, featured many prominent speakers. Some of the most popular Chamber Forums held in 2022 included such topics as the city’s various diversion programs that are making a difference, updates on MAPS 4 projects and progress surrounding the Convergence development and the OKC Innovation District, the recovery of OKC’s visitor economy; and the future of Oklahoma City’s bioscience sector.
