CHAPTER EIGHT • SPACE UTILIZATION ANALYSIS NAPERVILLE PARK DISTRICT INDOOR RECREATION SPACE NEEDS ASSESSMENT
FACILITY CAPACITY ANALYSIS Like Fort Hill Activity Center, ARRCC’s ideal benchmark for utilization is 70% capacity. However, the ARRCC spaces are different than Fort Hill’s spaces because of specific programs, such as preschool and senior activities, that come with unique requirements and limitations. ARRCC’s rooms are geared toward multi-use activities, and the facility hosts fewer sports, fitness, and wellness programming compared to Fort Hill Activity Center. The utilization rates of the ARRCC spaces indicate a varied pattern of space usage within the community center between the hours of 8:00 a.m. and 8:00 p.m. The data shows that the bulk of the activity occurs between 8:00 a.m. – 4:00 p.m. The overall capacity across all rooms stands at 40%, demonstrating both over- and under-utilization of spaces within the facility. This calculation of capacity considers the number of hours the space is available during operational hours compared to the number of hours the space is used for programming. It also factors in the types of programming offered within each space and the programming participation levels. While several rooms are well-utilized, there is a noticeable disparity with some rooms being used much less frequently. This indicates potential inefficiencies in space allocation, space design, and programming that could be addressed to optimize the center’s operations. Resident comments received during the community input phase of the project also identified challenges with parking at the facility, which may also affect operations. FIRST FLOOR ROOM-SPECIFIC ANALYSIS ɀ Room 106 (90% capacity used), Room 101 (75% capacity used), Room 123 (67% capacity used), Room 119 (64% capacity used), and Room 107 (62% capacity used) demonstrate a high utilization rate. ɀ With a lower utilization rate, Room 102 (30% capacity used) appears to have other factors such as size, location, or the nature of activities scheduled that are limiting its capacity. ɀ The first floor rooms are primarily dedicated to NPD preschool and dance programming. The specific facility requirements for preschool operations presents a challenge for other activities that could happen in these spaces later in the day or during the weekends. SECOND FLOOR ROOM-SPECIFIC ANALYSIS ɀ Room 206 (11% capacity used), Rooms 201 and 202 (7% capacity used each), and Room 205 (4% capacity used) are significantly underutilized, suggesting a potential mismatch between the space and user needs or a lack of awareness about their availability. Factors such as accessibility, room features, and types of programming should be considered to boost its usage. ɀ Community Hall (21% capacity used) has relatively low usage, suggesting there may be opportunities to promote its use for a broader range of activities. ɀ Per the facility agreement with the City of Naperville, the second floor of the ARRCC is primarily dedicated to senior programming during the day. For this reason, NPD avoids scheduling youth programs in this area specifically during weekday mornings and early afternoons. ɀ Lastly, the second floor also hosts drop-in programming for seniors on weekdays. Programs include a walking club, table and card games, a book club, billiards, ping pong, and art enrichment.
