INTRODUCTION
The space use analysis report developed for the Naperville Park District involved examining the agency’s current facilities, assessing how they are utilized, and evaluating their capacity to meet community needs. This analysis highlights the diverse range of amenities available for indoor recreation and explores the patterns of use (including peak times) and popular activities. Understanding these aspects provides a comprehensive perspective to help assess how effectively the facilities serve the public. Based on this data as well as community input received through a statistically-significant survey and engagement with various stakeholders, this section of the report offers recommendations to enhance facility management, optimize usage, and address capacity challenges; the objective of this information is to help NPD begin to form a future vision to meet the evolving recreation needs of the community. FACILITY CAPACITY As discussed in the previous section, an ideal benchmark for recreation facility use capacity is essential for a variety of reasons including efficient resource allocation, user safety and satisfaction, enhanced experiences, sustainability, and data- driven planning. The ideal benchmark for most indoor recreation facility usage is 70% of capacity per year. ɀ An ideal benchmark helps ensure that resources such as space, equipment, and staff are used efficiently. It prevents both underuse and overuse, which can lead to waste or strain on resources. ɀ Benchmarks help maintain a balance between user demand and facility availability. This balance ensures that users have a positive experience and avoid overcrowding or long wait times which can detract from the enjoyment and effectiveness of the facility. ɀ Benchmarks provide a data-driven basis for planning and decision-making. They help facility managers make informed decisions about scheduling, programming, and future expansions or modifications based on actual usage patterns and capacity needs. PEAK TIME USAGE The industry standard is to determine peak-time and non-peak-time use by the actual times the facility is used at any time of day, according to building visitation data which includes program participation numbers for each activity zone. It should be noted that the spring and summer seasons will typically be programmed less due to the inclination of patrons to enjoy outdoor recreation opportunities. Ideal percentages during those seasons are between 55-60%. There can also be different peak times for weekdays and weekends.
