NEW INDOOR RECREATION FACILITY OPTIONS An important goal of the Indoor Recreation Space Needs Assessment was to determine the Naperville community’s willingness to pay for a new multi-purpose activity center. Williams Architects provided the Naperville Park District with recommended areas and total project costs for three new indoor activity center options based on community input. The Park District used this information to calculate estimated property tax increases for the next 20 years for an average Naperville tax-paying homeowner with an estimated home value of $440,000. Both the random sample survey and the public survey included a willingness to pay question that asked respondents to indicate if they would support each of the three options. OPTION #1 Would you support a $55 million bond issue to build a Multi-Purpose Activity Center (No Indoor Pool) with similar amenities to Fort Hill Activity Center? The estimated property tax increase would be $60 per year for 20 years for a taxpayer whose estimated home value is $440,000. Multi-Purpose Activity Center (No Indoor Pool) ɀ Includes parking, stormwater detention, entry plaza, patio, and landscape related to the building ɀ Does not include park development (no exterior courts, fields, playgrounds, etc.) ɀ 80,000 SF X $700/SF = $56M OPTION #2 Would you support an $80 million bond issue to build a Multi-Purpose Activity Center (with an Indoor Pool) and other similar amenities to Fort Hill Activity Center? The estimated property tax increase would be $85 per year for 20 years for a taxpayer whose estimated home value is $440,000.
