because the Arab and the Jew lived at peace for many centuries. In fact, when the Jew was persecuted by the Christian nations he found shelter in Mohammed’s Arabia. The real trouble comes through the Effendi. “During the reign of the Turk in Pal­ estine no land was registered, because the taxes would have been far above what anyone could possibly pay. So the peo­ ple who worked the land had as a pro­ tector, somewhere in Constantinople, a high official of State. This official had his relations in Palestine, who looked af­ ter the land. “Meanwhile the people who worked the land usually paid 50 to 80 per cent for this protection. The result was that the landed proprietor was practically the Effendi. “The Effendi was not only supposed to own all the land, but to own the very peo­ ple also—to use and abuse them as he liked. “The Jews who settled in Palestine, in order not to be molested, paid backsheesh to the Effendi, who was a comparatively rich man. “With the conquest of Palestine by Great Britain, the Jew lifted up his head a little, because of the Balfour declara­ tion that he could build up his national home under British protection, and he stopped giving the Effendi the usual backsheesh. “Then, again, the British Government formulated a plan for registering all lands. Very few had titles at first, but the Government agreed to register as his ( Continued on page 607)

The Troubles in Palestine OINCE so many wild reports are preva- lent concerning the recent troubles in Palestine, news from first hand will be welcomed by all. The following graphic description, written by the wife of a Government official in Jerusalem, was published in the Manchester Guardian. She writes under date of August 27: “A fortnight or so ago there was re­ newed friction when the Moslems tried to establish a right of way to the Mosque via the Wall, a quite unnecessary pro­ ceeding. Then on Friday the 16th there was an unusual crowd of Jews assembled in Jerusalem—a quite innocent coinci­ dence, people having come from a dis­ tance on a pilgrimage which happened to fall just then; but it considerably alarmed the Moslems, who were already very ‘windy’ on the subject of the Jews’ cov­ etousness and supposed promises from the Government concerning them; and, of course, they immediately thought their precious sacred ground was threatened. “It happened that the same day or the Saturday following, the Prophet’s birth­ day was celebrated in the great mosque, and to the large crowds gathered there fiery speeches were made. The Jews

wanted th e Wailing Wall, they said. When they had that they would want the Mosque of Omar, and next they would want the Mosque of Aksar, and the Gov­ ernment were going to help them, and rather than they should succeed, every drop of Moslem blood should be spilt to save its holy places, etc., etc. “On Friday there was another Moslem feast, and as usual on these occasions, there were thousands gathered in the Mosque area, both in the buildings and in the surrounding spaces. Here again there was even more excitement, with speeches and vows of desperate fanatical defense, when somewhere outside a shot was fired. The whole smolder was aflare at once. They were all up vowing ven­ geance. Motors began careering up and down in wild fashion aiding the police, but I think possibly many innocent work­ men in the neighborhood were wounded in this first rush. Nothing more serious has come near us.” T h e C ause of th e R ising Rev. S. B. Rohold’s view of the situa­ tion, as published in the Jewish Mission­ ary Herald, is as follows: “The whole trouble in Palestine comes not so much from the Arab and the Jew,
