In 2016, the Voice Toe was visualised in quite a linear way, where each action would impact in a defined way on the different pathways and intended changes. However, experience shows these pathways are non-linear, intertwined and always/ continuously influencing each other. social change processes follow a complex path where change shifts over time. In many instances, the contextual changes in countries have drastically altered the relationship between civil society organisations and

government, demanding a different set of responses.

So, we went back to the drawing board to try and create an image showing interwoven pathways and the meandering routes different rightsholders follow, either individually or as a group, contributing to the empowerment and influencing capacity necessary to express and demand their rights for responsive and inclusive societies.

The Voice Toe links the journeys of grantee partners and rightsholders to three impact areas, identified as core conditions to reduce exclusion and to provide different rightsholders with opportunities to live their lives more fully.
