Differences Between Tribal-State Compacts ■ Parties to Compacts Negotiation – In some states, the governor oversees negotiations on behalf of the state and signs the agreement at the end of the process – In others, the governor may oversee negotiations, but the compact must be approved by the state legislature – Still in others, the negotiations and approval are given by the legislative body

Differences Between Tribal-State Compacts ■ Compact terms can vary greatly from state to state ■ Duration of the Compacts – Ranges from short (2-4 years) to unlimited terms ■ Revenue Sharing Payments – Some tribes have agreed to make additional payments usually based on a percentage of net gaming revenue – Tribal payments can range upwards of $440 million
