MAIN RESPONSIBILITIES
Estate Wide Develop the future Estate Management Strategy (hard & soft services)) and related transition plan for the journey from current estate to the new estate, reflecting: • New museum commissioning, handover and information management of building systems and spaces at Smithfield • Sustainability objectives • Carbon footprint plan to net zero carbon. • Smart building enablement • Exiting and decommissioning London Wall • Outsourced services strategy and procurement • Ongoing estate operation for Docklands and Collection stores in East London • Health and Safety • Staffing and team strategy across multiple buildings New Museum Project • Lead the development and delivery of new museum operational estate strategies facilitating the input of relevant museum colleagues, working with the Design Team, Construction Manager and appointed subcontractors, and coordinating inputs and feedback. . • Form part of the Core Project Team for the purposes of governance and decision making. Represent buildings, operations and infrastructure interests providing a proactive voice for end use and maintenance strategy. • Oversee delivery of the museum’s vision for an efficient and intelligent building ensuring that opportunities to optimise design, operational performance, maintenance and cost are pursued. • Contribute to the planning and coordination of dependant projects, including representing museum interests and liaison with external stakeholders and the Design Team. • Act as principal point of contact for legal services relating to property agreements and energy contracts, and contribute to their development and related negotiations.
Ongoing Operations • Line Management of Deputy Head of Estate & Facilities, Estate Resource Manager and Museum Technical lead, to ensure department objectives are delivered and there is smooth running of the function. • Propose, agree and manage the department revenue and capital expenditure budget. • Oversee the performance the service providers and ensure high levels of service performance are achieved, in particular for customer facing environments and the preservation of objects.. • Propose, agree and manage the annual capital works budget and plan, and help secure its funding. Oversee execution of capital projects within time, cost and quality parameters and maintain appropriate contracts and documentation for audit, inspection and funding claims. • Monitor and review energy consumption with service provider ) and identify opportunities/strategies to reduce consumption and address the performance of building services. • Efficient and effective management of the estate, to optimise space utilisation and building operations. . • Develop and lead the museum’s Health & Safety strategy, directing the efforts of (H&S) the consultant/competent person, advising the museum executive and responsible person. Provide relevant advice and guidance to departments heads. Chair the Health & Safety group and produce the monthly and annual reports Lead on internal audit and inspection. Ensure statutory requirements are met for building management services and that all works are carried out in accordance with regulation. Specific Requirements The post holder will be required to be a counter signatory for DBS and disclosure checks. This position requires a basic disclosure check which will reveal any unspent convictions. A criminal record may not necessarily be a bar to placement, as any decision will be treated on its merits and individual circumstances subject to the museum’s overriding obligations to protect the children and vulnerable adults in its charge, members of the public, the safety of the museum’s staff and the Collection. Occasional weekend working and attendance at evening events is required.
