School districts enjoy high graduation rates
Both of the major English school districts in Eastern Ontario received good news from the provincial Ministry of Education, regarding their efforts to reach the goal of 100 per cent graduation. The Upper Canada District School Board (UCDSB) marked an 82 per cent graduation rate for grade 12 students in the 2014-2015 term, an increase of two per cent from the previous term. The UCDSB goal is to reach 90 per cent graduation by 2020. The Catholic District School Board of Eastern Ontario (CDSBEO) had an 85.5 per cent graduation rate for the 2014-2015 term compared to the provincial average of 85 per cent. – Gregg Chamberlain

NOTICE OF PASSING OF A NEW COMPREHENSIVE ZONING BY-LAW BY THE CORPORATION OF THE CITY OF CLARENCE-ROCKLAND
TAKE NOTICE that the Council of the Corporation of the City of Clarence-Rockland passed By-law 2016-10 on the 16 th day of May, 2016 under Section 34 of the Planning Act to adopt a new Comprehensive Zoning By-law. The new Comprehensive Zoning-By-law provides zoning standards throughout the City. The new By-law implements provisions of the Official Plans. The Comprehensive Zoning By-law is the primary implementation tool of the various Official Plans and is the legal document which regulates how land can be used, as well as the type, size and location of buildings and structures on properties. The Zoning By-law includes various parts as well as a series of maps.
AVIS EST DONNÉ que le Conseil de la Corporation de la Cité de Clarence-Rockland a adopté le Règlement 2016-10 le 16 ème jour de mai 2016 sous la Section 34 de la Loi sur l’aménagement du territoire afin d’adopter un nouveau Règlement de zonage exhaustif. Le nouveau Règlement de zonage établit les normes de zonage sur tout le territoire de la Cité. Le nouveau Règlement servira également à mettre en œuvre les dispositions des plans officiels. Le Règlement de zonage est le principal outil de mise en œuvre pour les plans officiels et constitue le document juridique qui régit l’utilisation des terrains, ainsi que le type, la taille et l’emplacement des bâtiments et structures sur les propriétés. Le Règlement de zonage inclut plusieurs parties et une série de cartes. Le terrain visé fait l’objet de plusieurs demandes, présentées aux termes de la Loi, visant soit : - Pour des morcellements (16 mai 2016), B-CR-002-2016, B-CR-007-2016, B-CR- 012-2016, B-CR-013-2016, B-CR-014-2016, B-CR-015-2016, B-CR-016-2016, B-CR-017-2016, B-CR-018-2016. - Pour un amendement à un Plan Officiel (16 mai 2016), D-09-79 - Pour une approbation de plan de lotissement (16 mai 2016), D-12-ZZZ SEULS LES PARTICULIERS, les personnes morales et les organismes publics peuvent interjeter appel d’un règlement municipal devant la Commission des affaires municipales de l’Ontario. Les associations ou les groupes sans personnalité morale ne peuvent pas déposer d’avis d’appel. Toutefois, un avis d’appel peut être déposé au nom d’un particulier qui est membre de l’association ou du groupe pour le compte de l’un ou l’autre. AUCUNE PERSONNE ni aucun organisme public ne doit être joint en tant que partie à l’audition de l’appel sauf si, avant l’adoption du règlement municipal, la personne ou l’organisme public a présenté des observations orales lors d’une réunion publique ou présenté des observations écrites au conseil ou qu’il existe, de l’avis de la Commission des affaires municipales de l’Ontario, des motifs raisonnables de le faire. L’AVIS D’APPEL, précisant l’objection au règlement de zonage et les motifs de l’objection ainsi que les frais prescrits en vertu de la Loi sur la Commission des affaires municipales de l’Ontario , doit être déposé auprès de la Greffière de la Corporation de la Cité de Clarence-Rockland, au plus tard le 8 juin 2016 . Comme le Règlement de zonage s’applique à tous les terrains dans la Cité de Clarence- Rockland, une carte-index n’a pas été fournie.
The Comprehensive Zoning By-law applies to all lands within the City of Clarence- Rockland therefore a key map has not been provided.
These lands are also subject to the following applications: - for consent (as of May 16, 2016), B-CR-002-2016, B-CR-007-2016, B-CR-012-2016, B-CR-013-2016, B-CR-014-2016, B-CR-015-2016, B-CR-016-2016, B-CR-017- 2016, B-CR-018-2016.
- for an amendment to an Official Plan (as of May 16, 2016), D-09-79 - for approval of a plan of subdivision (as of May 16, 2016), D-12-ZZZ
ONLY INDIVIDUALS , corporations and public bodies may appeal the by-law to the Ontario Municipal Board. A notice of appeal may not be filed by an unincorporated association or group. However, a notice of appeal may be filed in the name of an individual who is a member of the association or the group on its behalf.
NO PERSON or public body shall be added as a party to the hearing of the appeal unless, before the by-law was passed, the person or public body made oral submissions at a public meeting or written submissions to the council or, in the opinion of the Ontario Municipal Board, there are reasonable grounds to add the person or public body as a party. NOTICE OF APPEAL , setting out the objections to the zoning by-law and the reasons in support of the objections, accompanied by the fees prescribed under the Ontario Municipal Board Act , must be filed with the Clerk of the Corporation of the City of Clarence-Rockland, no later than the 8 th day of June, 2016.
