GEF6 Project Governance 4 May & 12 December 2021 | Online & Putrajaya
The National Steering Committee (NSC) is a national platform for establishing strategic direction and monitoring of the GEF 6 Sustainable City & Communities Programme. MIGHT is the National Implementing Agency for the GEF programme and also functions as the secretariat. It is chaired by the Secretary-General of the Ministry of Housing and Local Government (KPKT) and aims at building awareness and institutional capacity and promote investment in climate risks mitigation technologies through a demonstration project. The first NSC Meeting was held on 4th May 2021 in hybrid mode and was hosted by MIGHT and was attended virtually by 38 attendees including members, presenters and the secretariat.
The 2nd Credit Rating assessment report for Melaka State and Melaka City Assessment was conducted in January 2021. MIGHT via project delivery partner, Perbadanan Teknologi Hijau Melaka engaged RAM Rating Sdn Bhd to conduct the assessment. The exercise revealed several areas for improvement including by obtaining a credit rating for the purposes of assisting the State Government of Melaka and the Melaka Historical City Council to analyse the challenges aecting creditworthiness and preparedness to access marked-based financing. These ratings also potentially improve access to the national financial market and improving their financial management. The benefits of credit ratings for state and local governments are as follows:
Enhance government reputation. Access funds via bonds and sukuk. Management tool for improvements.
The members approved all project proposals mainly in two components i.e. Sustainable City Development and Smart Grid Project. This was followed on 13th December 2021 by the second NSC meeting hosted by the Ministry of Housing and Local Government which discussed issues including the budget and activities for the year 2021, as well as past and upcoming activities/programme for 2022.
Credit Rating Assessment for Melaka State and Melaka Historic City Council was completed in April 2021 and was tabled to the NSC 1/2021 on 12 May 2021.
