TRAVERSING MALAYSIA’S GLOBAL INNOVATION INDEX GII RANKING
The Global Innovation Index (GII) is an indicator of a country’s innovation performance and provides detailed metrics on the innovation performance of 132 countries worldwide. It serves as a tool to assist policymakers, business leaders and other stakeholders in evaluating their innovation performance and making informed policy considerations. The aim of the GII is to capture the richness of innovation in society by identifying eective and evolving metrics and methods. However, the application goes beyond the traditional measures of innovation such as the number of research articles and R&D expenditures, to include elements such as institutions, human capital and research, infrastructure, market sophistication, business sophistication, knowledge and technology outputs and creative outputs. Malaysia is seriously evaluating improvement measures in its innovation eorts especially given its current push towards joining the ranks of high-income nations. The challenge for Malaysia is two-fold i.e. (i) to identify parameters that would significantly and meaningfully showcase Malaysia’s innovation drive and (ii) to translate indicator achievements into improved rankings. MIGHT and MOSTI are currently joining forces on the broad-based implementation of a GII monitoring system mechanism through a data modelling approach which also incorporates scenario planning.
