During the latest Russell council mee- ting on May 27, Council awarded Lynne Perras and Daniel St Pierre with Citizen Recognition Awards for their courage during the recent bus accident on April 22. On that day, a school bus and a transport truck were involved in an accident that could have had far more serious consequences had it not been for the intervention of nearby residents, including Lynne Perras and Daniel St Pierre. Their actions during the accident showed courage and a commitment to the well-being of others. Lynne Perras, who was present at the accident, reacted immediately by running to the bus to assess the situation. She realized the front door was jammed and hearing the screams of the children, Lynn kept calm despite the smell of gasoline and the sight of blood. She made her way to the back door of the bus, helping about 10 students get off safely, and comforted the children until the paramedics and parents arrived. She then accompanied them to a nearby house so they could rest. She used her knowledge as a specialized educator to calm the children during their moment distress. “Lynn, your bravery and dedication made a huge difference that day, and for that we are deeply grateful,” said Russell Mayor Mike Tarnowski.

Une pétition sur le site web Change. org vise à augmenter le classement de l’indice de ruralité pour l’Ontario (IRO) de Casselman, dans l’espoir d’améliorer le recrutement de médecins au centre médical de Casselman et d’augmenter le montant du financement que la muni- cipalité peut recevoir de la province. Jennifer Arenas, chef de bureau au centre médical de Casselman, a rédigé la pétition le 23 avril. La pétition compte actuellement 397 signatures. L’indice de ruralité pour l’Ontario (IRO) est une mesure de la ruralité qui garantit le financement des communautés rurales FUEV/PSE-JOEJDF*30FTUDBMDVMÊÆQBSUJS de trois facteurs : le nombre et la densité de la population, le temps de déplacement vers un centre de référence de base et le temps de déplacement vers un centre de référence avancé. The first award was then given to Marigold Golden-deRepenti- gny, honouring both of their “extraordinary leadership and dedication in advancing 2SLGBTQ+ rights and inclusion.” The prize comes with a $1,000 award and will be granted to one individual each year. During the ceremony, Francis Drouin, MP for Glengarry-Prescott-Russell, presented as well at the new Mayor of Russell Mike Tarnowski. From June until September, the 2SLGB- TQIA+ communities and allies come together throughout the summer to highlight the resilience, talent, and contributions of the 2SLGBTQIA+ community with Pride Season. Pride Season, a term referring to the range of Pride events that take place over the five months, is when 2SLGBTQI+ communities and allies come together to spotlight the resilience, celebrate the talent, and recognize the contributions of these communities. The acronym 2SLGBTQI+ stands for Two- Spirit, lesbian, gay, bisexual, transgender, queer, intersex, and additional people who identify as part of sexual and gender commu- nities. The 2S recognizes Two-Spirit people as the first 2SLGBTQI+ communities. The I for intersex considers sex characteristics beyond sexual orientation, gender identity and gender expression. In honour of the beginning of June being Pride month, the Municipality of Russell municipality held a pride flag ceremony on Saturday, June 8, at the town hall in Embrun. The event kicked off Pride month with speakers, performances, community art, information and a picnic. Over 120 people attended the ceremony. Russell’s first flag raising ceremony began in 2021 when Richard Thain, the now co- organizer of the Russell Township Pride Flag Raising Committee, noticed there was no pride flag at the Township of Russell city hall during the month of June. “So, I just pulled into the township hall, I just asked them at the desk I said, ‘By the way, because I know some communities fly BSBJOCPXáBH XPVME&NCSVO GPSTZNCPMJD reasons, raise a rainbow flag?’ And the woman at the desk said that any residents can request this, you just have to fill out the form.” Thain then filled out the form, went in front of the Russell Council to get approved and was able to organize the first flag raising ceremony with his daughter, Geneviève Thain. “It’s such a positive thing. You know, people really appreciate the help and just like knowing that young people are supported and all that. So that’s how we got into it,” said Thain. Thain said more and more people attend each year and the ceremony has been gai- ning more community support. New annual leadership award introduced This year the Russell Township Pride Flag Raising Committee added a new element to the ceremony – a prize to honour those who have shown in protecting and fighting for the rights of the 2SLGBTQ+ community. The provincial government announced on June 7 that it is investing $5.3 million in support of expansion plans for St. Thomas Aquinas Catholic High School in Russell, Ontario. The Township of Russell has initiated the update of the Transportation Master Plan. This will be an important document, guiding the strategic directions of the transportation network as the Township accommodates mobility for future growth while ensuring a sustainable, accessible, and highly liveable community. A Public Information Session (PIS) is being held to introduce the project, preliminary results of activities completed to-date and to solicit public and stakeholder’s feedback on the information presented. The PIS will follow a drop-in format. Project team representatives will be available to answer questions and discuss next steps. The Process The Master Plan is being carried out in accordance with the requirements of the Municipal Class Environmental Assessment document (last amended in February 2024), which is approved under the Ontario Environmental Assessment Act. The Master Plan will complete Phases 1 and 2 of the Class EA Process. Projects recommended by the Master Plan requiring additional studies will require project specific Class EA studies outside of the scope of this Master Plan. The Master Plan process includes public, indigenous and external agency consultation, an evaluation of alternative solutions, an assessment of potential impacts associated with the proposed improvements and development of measures to mitigate identified impacts. Trevor Stewart, conseiller municipal du quartier 7 de la Cité de Clarence-Rockland, espère que le projet de loi sera adopté cette fois-ci. « La voix de la province de l’Ontario est unanime, et il est nécessaire d’adopter une loi pour que les personnes en position de pouvoir soient tenues responsables », a déclaré M. Stewart. M. Stewart a ajouté que les personnes qui veulent s’aventurer dans le monde de la politique peuvent y réfléchir à deux fois parce qu’elles ne savent pas dans quel genre de situation elles s’engagent. Le conseiller du quartier 7 a rappelé la situation à Ottawa concernant Rick Chiarelli, un ancien conseiller municipal d’Ottawa, qui a fait l’objet d’une enquête pour mauvaise conduite pendant qu’il était politicien muni- cipal dans la capitale du Canada.
Le commissaire à l’intégrité de la ville d’Ottawa a découvert que l’ancien conseil- ler municipal avait harcelé sexuellement QMVTJFVSTFNQMPZÊFT&OWFSUVEFMBMPJTVS les municipalités de la ville d’Ottawa, la sanction maximale est une suspension de 90 jours pour chaque chef d’accusation, mais il n’est pas possible de démettre un politicien de ses fonctions. M. Chiarelli a été suspendu pour un total de 450 jours et a perdu un salaire de 132 000 dollars. Il n’a pas cherché à se faire réélire lors de la campagne municipale de 2022 pour le quartier College d’Ottawa. « Il faut mettre en place un mécanisme juridique, quel que soit le poste occupé, a ajouté M. Stewart. Pour l’instant, il n’y a rien. Nous devons nous assurer que les gens se sentent en sécurité sur leur lieu de travail. »
Un projet de loi d’initiative parlementaire présenté à Queen’s Park la semaine der- nière pourrait conduire à la révocation des conseillers municipaux qui agissent de manière inappropriée. Le NPD de l’Ontario a annoncé un projet de loi qui fournirait des outils pour tenir les conseillers municipaux et les membres du conseil d’administration responsables du harcèlement et de l’inconduite sur le lieu de travail. Le projet de loi a été présenté à l’Assem- blée législative de l’Ontario le 7 juin par Jeff Burch, porte-parole du NPD en matière d’affaires municipales, et prévoit la création d’un conseil de commissaires indépendant chargé de traiter les plaintes pour violence, harcèlement et discrimination en milieu de travail. « Nous devons veiller à ce que les élus municipaux ne puissent pas se soustraire au harcèlement et à la violence envers les femmes sur le lieu de travail, a déclaré M. Burch, député provincial de Niagara-Centre. Tous les partis s’accordent à dire qu’il est essentiel d’adopter un projet de loi comme celui-ci. Il s’agit d’une question véritablement non partisane et je sais que nous pouvons travailler ensemble pour enfin adopter ce projet de loi et lutter contre le harcèlement en milieu de travail. »

The administration then took part in a pre-consultation with the United Counties of Prescott and Russell (UCPR) planning department since some portion of the pro- posed project falls within the agricultural zoning. Ultimately, an agricultural impact assessment will be required to support an amendment to the UCPR official plan and a zoning by-law amendment. On May 27, 2024, the letter of intent was presented to Council. It only binds the Township with Bright Diamond Consulting for an 18-month contract. Any further approval or agreement will be presented to Council for review at a later date. The letter of intent covers rezoning the property, garnering municipal support of the project, development of the agreement, exclusivity, confidentiality over the term of 18 months. The next step before construction is to complete the UCPR Official Plan amendment BOESF[POJOH QSFQBSFUIFCJEUP*&40 TVQ - port resolution from the Township and sign the lease and confirmation letter.

Russell municipal council has come to an agreement with Bright Diamond Consulting and authorized the adminis- tration to sign a letter of intent for the installation of solar panels on municipal land. On November 7, 2023, Bright Diamond Consulting presented the potential for solar QBOFMEFWFMPQNFOUUPUIF&OWJSPONFOUBM and Sustainable Advisory Committee. The firm wanted to install panels around the old landfill site at 1852 Ste Catherine Road in Russell which covers up to 45 acres of land owned by the municipality. According to the data provided, the Township of Russell foresees the potential rental income to amount to $1,000 per acre annually, with a projected two per cent inc- rease each year and the additional revenue from taxation would vary between $2,000 and $10,000 annually, based on the project’s scale. The potential revenue would depend on the used area and the amount of energy produced by the project. The committee supported the idea but
