Serves as a multi-year savings fund, to be used for unbudgeted, unanticipated one-time expenditures that would otherwise impair the SWRCC Fund 111; Serves as a fund for expenditures such as those associated with changes in State or Federal legislation, adverse litigation or similar unforeseen actions, emergency expenditures, revenue fluctuations; and Decreases the need for any short-term borrowing, which would be a positive indication of the SWRCC’s financial health and economic stability.
