ARTICLE VII: TRANSFERS

7.1 Definition - A transfer is a change from the member's assigned work location(s) 2 to another within the same position classification. 3 7.2 Criteria for Transfer - The following criteria shall be used in consideration of 4 transfer requests: The needs and efficient operation of the District; the skills, experience, 5 and training of the member; the length and quality of past service rendered to the District 6 by the member; and the preference of the member. 7 7.2.1 If, after considering the criteria enumerated above, more than one (1) 8 member of the bargaining unit remains eligible for transfer, the length of past 9 service to the District will become the determining criteria. 10 7.3 Voluntary Transfer - Any member of the bargaining unit shall have the privilege 11 of requesting a transfer to any job location within the same position classification subject 12 to the following conditions: 13 Posting of Vacancies: 14 7.3.1 A vacancy is any vacated or newly created position within the bargaining 15 unit and the District shall develop a notice of each vacancy as soon as the District 16 determines the need to fill the vacancy. The notice of vacancies will be posted at 17 school sites and emailed to bargaining unit members. Each notice shall state a 18 deadline for applications for voluntary transfer which shall not be less than seven 19 (7) days after the first date of posting. The vacancy shall not be filled prior to the 20 posted deadline date. The seven (7) day requirement may be waived by mutual 21 agreement of the superintendent, or designee, and the CSEA president. 22 7.3.2 A member of the bargaining unit desiring a transfer shall file a request on 23 the form prescribed by the District with the Human Resources Department. 24 7.3.4 Requests for transfer shall be considered only when a vacancy exists.
