6. Establishing provisions for the long-term responsibility for and maintenance of structural and nonstructural SCMs to ensure that they continue to function as designed, are maintained appropriately, and pose no threat to public safety; 7. Establishing administrative procedures for the submission, review, approval, and disapproval of stormwater management plans, for the inspection of approved projects, and to assure appropriate long-term maintenance. D. Watershed Protection: The Watershed Protection regulations are established to preserve and improve water quality and provide safe drinking water now and in the future. 12.1.3. Permits Required A. Land Disturbance (Erosion and Sedimentation Control) Permit: No person shall undertake any land-disturbing activity for which a permit is required, as specified by the erosion and sedimentation control provisions of this chapter, until plans for controlling erosion associated with the activity have been reviewed and approved in accordance with the procedures set forth in Section 15.7.2. B. Floodplain Development Permit: A Town of Wake Forest Permit to develop in a Flood Hazard Area (Floodplain Development Permit), shall be required in conformance with the provisions of this chapter and Section 15.7.3 prior to the commencement of any development activities within Special Flood Hazard Areas and Future Conditions Flood Hazard Areas. C. Stormwater Approvals: Stormwater approval is required for all development and redevelopment unless exempt pursuant to Section 12.5.1.A.1 Stormwater approvals pursuant to this chapter shall be granted as part of the Development Permit process outlined in Section 15.6.1. Watershed Development: A Development Permit shall be required, as outlined in Section 15.6.1, indicating conformance with the watershed protection provisions of this chapter prior to the commencement of development activities within the Watershed Protection Overlay District. 12.1.4. Required Conformance To The Manual of Specifications, Standards and Design (MSSD) The Town of Wake Forest Manual of Specifications, Standards and Design (MSSD), as amended, is herein incorporated by reference. Conformance to the MSSD is required in addition to the standards in this ordinance.
