Executive Summary
The Head of Facilities is a key member of the NLC Senior Management Team (SMT) responsible for the work of the Facilities Department, which encompasses security, IT contract management, reception, maintenance, cleaning, health and safety and department procurement. You will also lead on refurbishment and renovation projects. You will work closely with me and SMT colleagues to ensure a high-quality member experience is achieved through good team leadership, setting, and maintaining high standards and managing a good operational relationship with the RH Hotel. The National Liberal Club occupies a clubhouse of breathtaking grandeur, but its proudest boast is to be ‘the most inclusive club in London’. History of the Club Founded in 1882, the National Liberal Club built what was at the time of construction London’s largest purpose-built clubhouse. It has been a bastion for broadly Liberal values ever since, with an ethnically and socially diverse membership since its launch in the 1880s, and being the first of London’s major ‘gentlemen’s clubs’ to admit women. The Club remains liberal in the broadest sense. As befitting ‘the most inclusive club in London’, we have an LGBT+ group and business forum along with various cultural and sporting circles. Alongside British traditions like Burns Night, we also celebrate festivals from around the globe, like Diwali and Chinese New Year. Alone among established London clubs, our membership has risen by more than fifty per cent over the past five years and continues to increase year on year. Occupying a historic building overlooking the Thames, the National Liberal Club offers its members and guests an oasis of calm, comfort and elegance in the heart of Westminster. Imagine the Natural History Museum, only grander, more elegant and more intimate. Designed by the same architect but for a very different purpose, the National Liberal Club was created as a place for people to relax, unwind and socialise – not just some of the world’s most eminent statesmen but also others from different backgrounds and ethnicities who were embraced by Britain’s 19th-century liberal culture just as they are today. From the moment you walk through the revolving doors into the high-ceilinged hall, with its spectacular staircase immediately in front of you, you feel yourself simultaneously transported into history yet connected to the best of contemporary multicultural London.
The Estate
The National Liberal Club boasts some of the best preserved Victorian architecture in London. Designed by architect Alfred Waterhouse – best known for London’s Natural History Museum – the NLC building has an elegant yet earthy style all its own. Waterhouse included Italianate and French Classical Revival elements in his design, but the magnificent tiles in natural colours were made at the Burmantofts factory in Leeds, shining examples of British craftsmanship. The final touch was to incorporate cutting- edge modern technology of the time, including London’s first-ever lift and electrical lighting throughout. When completed in 1887, the National Liberal Club was the largest clubhouse in the world.

The Role
Job Description
Facilities Management • Manage the IT, Telephony and AV support contracts • Oversee maintenance work as part of pre-planned schedules as well as any urgent works • In conjunction with the Chief Executive oversee the management of major works and repairs and where appropriate project manage renovations, refurbishments and moves. • Manage contracts for FM services e.g. contract cleaning, hygiene products, gardening. • Ensure good value on utility contracts • Maintain a register of approved contractors for ad hoc works Line management • Line manage the maintenance and front desk teams, ensuring appropriate staffing levels are maintained to meet the Club’s operational requirements • Undertake appropriate staff training to ensure compliance with and maintenance of SOPs. • Ensure ongoing performance feedback is provided and any performance issues are proactively managed • Manage attendance issues following NLC processes. • Manage staff welfare, disciplinary and grievance issues following appropriate process. • Manage external contractors Member experience • Ensure a consistently good member experience and continuously look at ways to improve the service through people development , system improvements and monitoring member feedback Procurement • Maintain a system of effective stock takes and equipment audits. • Maintain a process to ensure receipt of correct deliveries from suppliers. • Work with the Chief Executive and Head of Finance and Administration to adhere to procurement policies and undertake regular contract reviews and negotiation to ensure value for money is being achieved. Security and Health and safety • Ensure compliance with relevant security legislation and best practice • Ensure compliance with health and safety regulations across the Club, maintaining registers as required and using the retained H&S advisor to support a positive safety culture • Be responsible for the Club’s CCTV, alarm and swipe-access systems • Lead health and safety inductions to all in-house staff, agency staff and external contractors. • Lead the delivery and review of risk assessments across the Club. • Be responsible for the Club’s obligations under any “Protect Duty” legislation and other counter terrorism measures

45 hours per week, various shifts to cover the opening & closing of the Club. Mostly Monday to Friday, with some weekend working to meet the needs of the business & provide duty manager cover when required.

Requirements
Experience and knowledge • Extensive people management experience • Proven FM experience ideally within prestigious heritage buildings, with strong emphasis on security, IT and general maintenance. • Stakeholder and client management experience. • Experience of managing contracts, teams and projects. • Good knowledge of health and safety legislation. • Experience of a private members’ club is desirable but not essential. Skills/abilities/attributes • Passion for delivery of service • Motivated to achieve continuous improvement and high standards. • Ability to respond quickly when priorities change. • Ability to motivate and engage a team. • Ability to bring about sustainable changes with commitment and integrity. • Well organised with effective multi-tasking and time management and attention to detail. • Project management skills, with ability to set targets, deadlines and budgets. • Negotiation skills for negotiating contracts and managing projects. • Ability to develop good working relationships at all levels. • Member focused with excellent interpersonal skills and a flexible and diplomatic approach. • Ability to work as part of a team and on own initiative under pressure. • Resilient with the ability to keep calm under pressure. • Ability to take on board and embrace constructive feedback. • Analytical thinker with good problem-solving skills. • IT literate with experience of using Microsoft office packages
