LEGS higher up because it helps it flow easier with gravity, especially in such a dense and wide muscle. This holds true the deeper you go; if you stay somewhat shallow, you will be able to apply enough pressure to guide it to the desired area more easily if needed, but this is more relevant in smaller muscles where you have no other option, like the upper chest. What I mean by guide is if you get a bump or lump from it being too shallow and the amount you are using will fit but needs to be spread around and can't.
