3. Take responsibility for the commissioning, management and quality control of major building projects and construction work across all University sites to ensure completion to specification, on time and within budget. Example duties: 3.1 Oversee the management and delivery of projects, through feasibility, planning, procurement, tender, award, delivery and client occupation, taking appropriate legal advice. 3.2 Develop business cases, appoint and manage design teams, prepare project programmes, cost estimates, tender documents and undertake post occupancy evaluations. 3.3 Be responsible for the timely delivery and reporting of critical project information to ensure that the projects are delivered to cost, programme and stakeholder requirement. 3.4 In liaison with Maintenance and FM teams ensure specifications and design guides for new construction and alterations/refurbishment are adhered to. 4. Prepare and monitor annual programmes of capital and high value revenue works, including the summer works programme, to ensure coordination and economic utilisation of all resources. Example duties: 4.1 Allocate and monitor staff workloads in order to ensure an equitable distribution of staff loadings and the most effective use of staff resources. 4.2 Ensure the provision of accurate cost estimation advice on all capital and revenue works and ensure agreed budgets are adhered to. 4.3 Establish, manage and review construction related frameworks and consultancy frameworks. 4.4 Ensure projects are delivered in accordance with the business case, to time and to budget, providing regular management reports and financial forecasts.
