Big heat year’s top weather story

Montreal did not experience one day lower than -20C and Ottawa had its shortest skating season.

OTTAWA | Canada’s top meteorologist, David Phillips of Environment Canada, named the “big heat” of Ontario and Quebec as Canada’s top weather story of 2012. In a conference call with media near the end of December Phillips said July was the warmest month ever recorded in Canada, was the 16 th year in a row when temperatures were warmer than normal, and the 36 th year out of 40 when global temperatures were warmer than normal. The last time a Canadian cold record was established was 96 years ago. Water levels throughout eastern Canada and the eastern and Midwestern United States dropped to very low levels and negligible rainfall caused a severe drought, which Phillips named as weather story number seven. It was the driest on record by far and had enormous impacts, particularly on farm operations. The Windsor-Quebec corridor had the

warmest temperatures on record. Winter of 2011-12 looked different, being the warmest with the least snow. Last winter

Record one-day snowfall

After the driest summer on record and little autumn precipation nature seemed determined to make up the difference with a record-setting one- day snowfall on December 27. Eastern Ontario endured varying snowfall levels, with less than 30 cm reported in Ottawa and south of Russell, due to some precipitation falling as rain, while North Russell reported about 38 cm and Casselman 40 cm. Montreal had 45 cm, and took days to clear the streets.

HIGHWAY 417/HIGHWAY 138 UNDERPASS REHABILITATION The Nation Municipality, United Counties of Prescott and Russell WP: 246-00-01

THE STUDY Morrison Hershfield Limited has been retained by the Ministry of Transportation (MTO) to conduct a Detailed Design and Class Environmental Assessment Study for the rehabilitation of the Highway 138 Underpass, Site 27-214, along Highway 417 in The Nation Municipality, located in the United Counties of Prescott and Russell.

Work will include the rehabilitation of the Highway 138 Underpass, specifically: deck patching, waterproofing and paving, replacement of barrier walls, patch soffit at abutments, and substructure repairs. The project may include traffic management measures including short-term ramp closures and lane restrictions to facilitate the rehabilitation of the structure. Please note that the County Road 20/ County Road 9 Underpass at Highway 417 may also be under construction during the rehabilitation of the Highway 138 Underpass. THE PROCESS This study started as a Group ’B’ project under the Class Environmental Assessment for Provincial Transportation Facilities (2000). Through assessment of the potential impacts to the environment and limiting ramp closures to less than 24 hours per closure on non-consecutive days, it has been determined that the proposed works will not result in any significant environmental or traffic impacts. Based on these considerations, the MTO is proposing to step-down the Highway 34 Underpass Rehabilitation to a Group ‘C’ project. An Environmental Screening Document will be prepared for MTO internal use. COMMENTS MTO is interested in receiving any comments or concerns you may have regarding this project. During the 30-day public review period from January 10, 2013 to February 8, 2013 , any individual may request MTO to reconsider the decision and continue to classify the study as a Group ‘B’ project.
