Major issues still ahead for RSL

In the interim we are heartened by the media comments of the Premier who said there were "no plans" for a change to the fundraising rules.

As this is my final message to sub-branches I would like to again congratulate you all on a fantastic Centenary Congress at Crown Perth and summarise a few of the major issues ahead. We are closing in on our preferred option for the replacement of ANZAC House with a building of at least seven storeys to accommodate not just RSL headquarters but also provide space for other Ex-Service Organisations (ESO’s). We have appointed two new staff to head up RSL DefenceCare WA – which will take our advocacy and welfare services to a new level. And we have taken up concerns that the Poppy Day collections may be opened up to ESOs outside of the RSL. At our Centenary Congress on Saturday, June 18 I raised the issue of the importance of our Poppy Day collections and our sole right as an ESO to collect on that day. That right is written into and enshrined in legislation. However, we are also aware of a push to have the act of Parliament that protects the RSL on this day scrapped and repealed. There is a thrust to open collections up to around 56 other ESOs with whom we would have to share the shopping centres, street corners, railway stations and other collection points. Both the trustees of the Act and the RSL have sought a joint meeting with Veterans’ Minister Joe Francis to clarify the situation. Let me take each of these issues section-by- section. APP Corporation is finalising plans for the replacement of ANZAC House and construction of new headquarters of at least seven storeys, replacing the existing antiquated two-level building. As I reported to Congress, our initial hopes of including a hotel are simply too financially risky. The latest proposal – which has yet to go to Finance and Compliance Committee and RSLWA Board – favours an option of providing commercial office space rather than a hotel. At the moment the commercial office market is soft, but experts advise that this market is expected to improve from 2017 onwards. The new building would be expected to be completed in 2019. On your behalf I expressed my thanks to the Premier for his strong support of this initiative and for his willingness to gift this land back to the RSL. Members will recall that two years ago I invited Robyn Collins of RSL DefenceCare NSW to speak at our Congress. I am delighted that following their return visit to Congress this year Robyn, accompanied by James Dallas, has made two appointments of new staff to head up RSL DefenceCare WA. RSL DEFENCECARE WA
